On February 6, 1985, the Council of Ministers issued Decision 39-HDBT in 1985 regarding Vietnam Doctors' Day. Accordingly, February 27th every year is designated as Vietnam Doctors' Day.

Thus, February 27 is Vietnam Doctors' Day. February 27, 2025, corresponds to the lunar date of January 30, 2025 (Thursday).

Vietnam Doctors' Day, taking place on February 27 every year, is an occasion to honor those in the medical profession — noble individuals who have been, are, and will continue to dedicate themselves fully to the health and lives of the people.

This day is not only to acknowledge the significant contributions of doctors, physicians, and the entire healthcare staff, but also an occasion for each of us to reflect on the noble mission of the medical sector, where love and compassion are prioritized.

Which pharmaceutical business establishments are issued the Certificate of eligibility for pharmaceutical business by the Minister of Health of Vietnam?

Based on Article 37 of the Pharmaceutical Law 2016 (amended by Clause 16, Article 1 of the Amended Pharmaceutical Law 2024) on the authority to grant, re-grant, adjust, and revoke Certificates of eligibility for pharmaceutical business:

Article 37. Authority to grant, re-grant, adjust, and revoke Certificates of eligibility for pharmaceutical business

  1. The Minister of Health grants, re-grants, adjusts, and revokes Certificates of eligibility for pharmaceutical business for establishments specified at points a, b, c, e, g, h, and i of Clause 2, Article 32 of this Law.
  1. The Director of the Department of Health grants, re-grants, adjusts, and revokes Certificates of eligibility for pharmaceutical business for establishments specified at point d and point đ of Clause 2, Article 32 of this Law.

According to the above regulation, the Minister of Health issues Certificates of eligibility for pharmaceutical business to the following establishments:

- Pharmaceutical and pharmaceutical ingredient manufacturing establishments

- Pharmaceutical and pharmaceutical ingredient export and import establishments

- Pharmaceutical and pharmaceutical ingredient storage service businesses

- Pharmaceutical and pharmaceutical ingredient testing service businesses

- Clinical pharmaceutical trial service businesses

- Pharmaceutical bioequivalence trial service businesses

- Pharmaceutical chain organizations

Which establishments are not subject to the issuance of Certificates of eligibility for pharmaceutical business in Vietnam?

Based on Article 35 of the Pharmaceutical Law 2016 (amended by Clause 14, Article 1 of the Amended Pharmaceutical Law 2024) on the establishments with pharmaceutical activities not subject to the issuance of Certificates of eligibility for pharmaceutical business:

Article 35. Establishments with pharmaceutical activities not subject to the issuance of Certificates of eligibility for pharmaceutical business

  1. Establishments with pharmaceutical activities not subject to the issuance of Certificates of eligibility for pharmaceutical business include:

a) Establishments with pharmaceutical activities not intended for commercial purposes;

b) Business establishments with organized medicine shelves;

c) Establishments cultivating and harvesting medicinal plants;

d) Medical establishments within the people's armed forces, medical facilities providing medication in regions of ethnic minorities, mountainous areas, islands, economically challenging regions, and regions with particularly difficult socio-economic conditions.

  1. The operational conditions for the establishments in Clause 1 of this Article are regulated as follows:

a) Establishments specified in point a, Clause 1 of this Article must comply with the business conditions stipulated in Clause 1, Article 33 of this Law;

b) Establishments specified in point b, Clause 1 of this Article must be registered business entities, have suitable storage conditions for the medications as indicated on the medicine's label, have a person responsible for professional operations with at least a primary level pharmaceutical qualification, and are allowed to sell medications listed in the category approved by the Minister of Health;

c) Establishments cultivating and harvesting medicinal plants must adhere to Good Practice guidelines for the cultivation and harvesting of medicinal plants;

d) Establishments specified in point d, Clause 1 of this Article must have appropriate storage conditions for medications as indicated on the medicine's label and have a professional responsible individual with at least a primary level pharmaceutical qualification.

  1. The Minister of Health specifies this Article in detail.

According to the above regulation, establishments with pharmaceutical activities not subject to the issuance of Certificates of eligibility for pharmaceutical business include:

- Establishments with pharmaceutical activities not intended for commercial purposes

- Business establishments with organized medicine shelves

- Establishments cultivating and harvesting medicinal plants

- Medical establishments within the people's armed forces, medical facilities providing medication in regions of ethnic minorities, mountainous areas, islands, economically challenging regions, and regions with particularly difficult socio-economic conditions.
