What diseases are required to apply for outward referral forms only once in the calendar year in Vietnam?
According to Appendix 01 issued together with Circular 40/2015/TT-BYT, there is a list of 62 diseases that only need to be referred once in 2023 that are applied to people with health insurance cards for medical examination and treatment.
The one-time referral has a validity of up to December 31 of the corresponding calendar year, except in cases where the time limit is exceeded but is still in inpatient treatment, the referral slip is valid until the end of the inpatient treatment.

What are regulations on using outward referral forms in medical services in Vietnam?
Pursuant to Article 12 of the Circular 40/2015/TT-BYT, outward referral forms for patients having health insurance cards:
- If a patient is referred to another heath facility, he/she is only required an outward referral form made by the heath facility that directly makes the referral.
- In case a patient arrives at a heath facility other than his/her initiating heath facility and he/she is referred to another health facility, he/she is only required an outward referral form of the heath facility that directly makes the referral.

Who has the power to sign the slip of transfer in Vietnam?
Pursuant to Article 6 of the Circular 14/2014/TT-BYT stipulating the power to sign the slip of transfer in Vietnam as follows:
Power to sign the slip of transfer
1. Regarding public medical facilities: the Head of the medical facility or the person authorized by the Head of the medical facility is in charge of signing the slip of transfer.
2. Regarding public medical facilities: the person in charge of professional skills of the medical facility or the person authorized by him/her is in charge of signing the slip of transfer.
3. In a shift, the leader of the team is in charge of signing the slip of transfer.
As regulations above, the power to sign the slip of transfer in Vietnam is as follows:

What are procedures for transfer of medical facilities in Vietnam?
Pursuant to Article 6 of the Circular 14/2014/TT-BYT stipulating procedures for transfer of medical facilities in Vietnam as follows:
Step 1: Medical facility shall transfer the patient to a superior facility or a facility of same level as follows:
- Medical facility shall notify and explain the patient or his/her legal representative the reasons for transfer of facility;
- Medical facility shall sign the slip of transfer according to the form in Appendix 1 enclosed with the Circular 14/2014/TT-BYT;
- If the patient needs emergency treatment, the medical facility shall contact with the receiving facility; re-check the conditions of the patient before transferring; prepare vehicles and equipment for providing emergency treatment on the way to the receiving facility;
- If the patient needs technical assistance from the receiving facility, the transferring facility shall provide the receiving facility with information about conditions of the patient and necessary assistance for preparation;
Step 2: The slip of transfer shall be given to the medical officials going with the patient or the legal representative of the patient to provide for the receiving facility;
Step 3: The transferring facility shall transfer the patient and the slip of transfer to the receiving facility.
