Which cases are eligible for registration for treatment at specialized facilities in Vietnam?

Based on Clause 3, Article 7 of Circular 01/2025/TT-BYT regulating initial registration for medical examination and treatment with health insurance:

Article 7. Registration for initial medical examination and treatment with health insurance

  1. Participants in health insurance are eligible to register for initial medical examination and treatment at one of the health insurance medical facilities of a specialized medical level as regulated in Clause 3, Article 6 of this Circular, near their place of residence, work, study, and in accordance with the capacity of medical facilities following the priority order below:

a) Subjects under the management of the Politburo, Secretariat;

b) Subjects stipulated in point a, clause 2 of this Article;

c) War heroes, war veterans, individuals aged 75 and above;

d) Subjects stipulated in points d and e, clause 2 of this Article;

e) Children under 6 years old;

g) Individuals working in the army, police upon retirement;

h) Individuals suffering from diseases requiring long-term treatment according to the Ministry of Health’s list at one of the medical facilities stipulated in point b, clause 3, Article 6 of this Circular;

i) Other subjects in necessary cases based on the specific characteristics of the medical facility and actual local needs: The Department of Health shall consult with the provincial social insurance agency where the medical facility is expected to sign a contract for health insurance-based medical examination and treatment, compile a dossier to report to the Ministry of Health for consideration and decision.

Thus, the cases eligible for registration for treatment at specialized facilities include:

(1) Subjects under the management of the Politburo, Secretariat;

(2) Subjects managed, protected for health as guided by the Central Organization Commission Communist Party regarding the adjustment and addition of medical examination, treatment subjects in several central medical facilities; subjects managed, protected for health as provincial officials;

(3) War heroes, veterans, individuals aged 75 and above;

(4) Subjects stipulated in point d and point e, clause 2, Article 7 of Circular 01/2025/TT-BYT

(5) Children under 6 years old;

(6) Individuals working in the army, police upon retirement;

(7) Individuals suffering from diseases requiring long-term treatment according to the Ministry of Health’s list at one of the medical facilities stipulated in point b, clause 3, Article 6 of Circular 01/2025/TT-BYT

(8) Other subjects in necessary cases based on the specific characteristics of the medical facility and actual local needs: The Department of Health shall consult with the provincial social insurance agency where the medical facility is expected to sign a contract for health insurance-based medical examination and treatment, compile a dossier to report to the Ministry of Health for consideration and decision.

Which subjects are eligible for state budget support for health insurance premium payments in Vietnam?

Based on Clause 4, Article 12 of the Health Insurance Law 2008 (amended by Clause 10, Article 1 of the Law on Amendments to the Health Insurance 2024) stipulating the subjects eligible for state budget support for health insurance premium payments:

- Individuals from near-poor households

- Students, pupils

- Individuals participating in local security and order protection forces

- Individuals from households engaged in agriculture, forestry, fishery, and salt production with an average living standard as per legal regulations

- Village and commune health staff; village and commune midwives

- Non-specialized workers in villages, residential quarters as per legal regulations

- Ethnic minorities residing in areas identified as having unfavorable socio-economic conditions that are no longer classified as such by the Government of Vietnam shall have state budget support for health insurance contributions as stipulated by the Government of Vietnam

- Individuals awarded the titles of People's Artisan, Meritorious Artisan as per the Law on Cultural Heritage

- Victims as regulated by the Law on Prevention and Combat of Human Trafficking
