What are the conditions for the person responsible for pharmacy expertise at a pharmacy store in Vietnam?
Based on Article 18 of the Law on Pharmacy 2016 on the conditions for the person responsible for pharmacy expertise at a pharmacy store:
Article 18. Conditions for the person responsible for pharmacy expertise at a pharmacy store
- The professional responsible for pharmacy at a pharmacy must have the professional degree specified at point a, clause 1, Article 13 of this Law and have 2 years of practice in a suitable pharmaceutical facility. The professional responsible for pharmacy at a pharmacy may also be a clinical pharmacy practitioner at the pharmacy.
2. The professional responsible for pharmacy at a pharmacy booth must have one of the professional degrees specified at points a, e, or g of clause 1, Article 13 of this Law and have 18 months of practice in a suitable pharmaceutical facility.
- The professional responsible for pharmacy at the medicine cabinet of a commune health station must have one of the professional degrees specified at points a, e, g, or k, clause 1, Article 13 of this Law and have 1 year of practice in a suitable pharmaceutical facility or healthcare facility; in cases of commune health stations in ethnic minority areas, mountainous regions, islands, or areas with exceptionally difficult socio-economic conditions where no one meets the qualifications specified at points a, e, g, or k, clause 1, Article 13 of this Law, a professional degree specified at points b or h, clause 1, Article 13 of this Law is required along with 1 year of practice in a healthcare facility.

According to the above regulation, conditions for the person responsible for pharmacy expertise at a pharmacy store are as follows:
[1] Must have one of the following professional degrees:
- University degree in pharmacy (hereinafter referred to as Pharmacist degree)
- College degree in pharmacy
- Intermediate diploma in pharmacy
[2] Have 18 months of practice in a suitable pharmaceutical facility
Under what circumstances is pharmacy business in Vietnam prohibited?
Based on clause 5, Article 6 of the Law on Pharmacy 2016 (amended by clause 3, Article 1 of the Amended Law on Pharmacy 2024), pharmacy business is strictly prohibited under the following circumstances:
- Conducting pharmacy business at a location not registered on the Certificate of eligibility for pharmacy business or not authorized by competent state authorities, except for purchases and sales conducted via e-commerce.
- Engaging in pharmacy business beyond the scope of practice registered on the Certificate of eligibility for pharmacy business.
- Engaging in pharmacy business under one of the following circumstances:
- Counterfeit drugs, counterfeit drug ingredients
- Drugs, drug ingredients failing to meet quality standards; drugs, drug ingredients that have been ordered for recall by competent state authorities; drugs, drug ingredients of unclear origin; drugs, drug ingredients past their expiration date
- Drugs, drug ingredients in the list of drugs, drug ingredients prohibited for import, prohibited for production- Clinical trial drugs
- Drugs, drug ingredients used as samples for registration, testing, scientific research, participation in exhibitions and fairs
- Drugs, drug ingredients not yet authorized for circulation
- Drugs under national target programs, aid drugs, and other drugs with regulations prohibiting sale
- Retail of prescription drugs without a prescription; retail sale of vaccines
- Wholesale of prescription drugs at a price higher than the announced wholesale price; wholesale, retail sales of drugs at a higher price than the listed price
