What are responsibilities of the Department of Animal Health of Vietnam in the prevention of terrestrial animal diseases?
Pursuant to Article 12 of Circular 07/2016/TT-BNNPTNT (amended by Clause 3, Article 1 of Circular 24/2019/TT-BNNPTNT) stipulating responsibilities of the Department of Animal Health of Vietnam in the prevention of terrestrial animal diseases as follows:
1. Guide, inspect and supervise the implementation of the provisions of this Circular and other relevant regulations on prevention and control of terrestrial animal diseases.
2. Consider and propose the Ministry of Agriculture and Rural Development to add animal diseases to the list specified in Article 2 of this Circular when other dangerous diseases in animals appear.
3. Submit to the Minister of Agriculture and Rural Development for decision the import and use of veterinary drugs that have not yet been circulated in Vietnam and instructions on the use of veterinary drugs to combat the epidemic.
4. Guide on the deatail of the use of terrestrial animal disease reporting forms.
5. Guide or submit to the Ministry for promulgation instructions on diagnosis, testing, and technical measures to prevent and combat terrestrial animal diseases caused by new infectious disease agents; periodic disease surveillance.
6. Organize training for relevant organizations and individuals to take measures to prevent and control terrestrial animal diseases.
7. Coordinate with relevant organizations and individuals to study, review and propose amendments and supplements to the provisions of this Circular accordingly.
8. Organize information and propaganda to relevant organizations and individuals on regulations on prevention and control of terrestrial animal diseases.
What are responsibilities of the local veterinary authority in the prevention of terrestrial animal diseases in Vietnam?
Pursuant to Article 13 of Circular 07/2016/TT-BNNPTNT (amended by Clause 3, Article 1 of Circular 24/2019/TT-BNNPTNT) stipulating responsibilities of the local veterinary authority in the prevention of terrestrial animal diseases in Vietnam as follows:
1. Organize the implementation as prescribed in this Circular and the guidance of the Department of Animal Health; and at the same time, guide, inspect and supervise relevant organizations and individuals in the implementation area.
2. Develop a plan for proactive disease prevention and control for domestic animals in the area according to the provisions in Appendix 05 issued with this Circular, and submit it to competent authorities for approval for implementation.
3. Organize training for relevant organizations and individuals in the locality to take measures to prevent and combat terrestrial animal diseases.
4. Organize information and propaganda to relevant organizations and individuals in the locality on regulations on prevention and control of terrestrial animal diseases.
What are responsibilities of organizations and individuals involved in the prevention of terrestrial animal diseases in Vietnam?
Pursuant to Article 14 of Circular 07/2016/TT-BNNPTNT (amended by Clause 3, Article 1 of Circular 24/2019/TT-BNNPTNT) stipulating responsibilities of organizations and individuals involved in the prevention of terrestrial animal diseases in Vietnam as follows:
1. Organizations and individuals involved in veterinary activities shall base themselves on the provisions of this Circular and the attached Appendices to take appropriate measures to prevent and control animal diseases.
2. Comply with regulations on prevention and control of terrestrial animal diseases as prescribed in this Circular and other relevant provisions of the law on veterinary medicine, environmental protection, infectious disease prevention and control and guidelines of veterinary management agencies in order to ensure disease safety for domestic animals in the area, food safety and hygiene.
3. Comply with the inspection and guidance of specialized veterinary management agencies and competent state agencies.
