What are regulations on the management of domestic dogs and cats to prevent rabies in Vietnam?
Pursuant to Section 2, Appendix 15 issued together with Circular 07/2016/TT-BNNPTNT stipulating as follows:
2. Regulations on management of domestic dogs and cats to prevent rabies
2.1. For dog and cat owners (collectively referred to as pet owners)
a) Dogs must be registered with the People's Committees of communes in urban areas and densely populated places;
b) Chain, confine or keep the dog on the family premises; ensure environmental sanitation, do not adversely affect people around. When bringing dogs to public places, the safety of people around must be ensured by wearing a muzzle for the dog or a dog leash and being led by someone;
c) Concentrated dog breeding must ensure veterinary hygiene conditions, not cause noise or adversely affect people around;
d) Comply with rabies vaccination for dogs and cats as prescribed;
dd) Bear all costs in case of stray dogs being arrested, including costs for raising and destroying dogs. In case a dog or cat bites or scratches a person, the pet owner must compensate the victim materially according to the provisions of law.
2.2. For the People's Committee of commune
a) Make a book of management of domesticated dogs in the locality, including the following information:
- Name and address of the pet owner;
- Number of dogs raised;
- Day, month, year of vaccination against rabies.
b) Every year before the vaccination period, it is necessary to review, make statistics and update information on the domestic dogs in the area;
c) Specify the arrest of stray dogs in public places under their management; to establish specialized teams to catch stray dogs and animals infected with Rabies, showing signs of rabies; announce in the mass media about the place of temporary detention of captured dogs for pet owners to pick up; apply sanctions for administrative violations against livestock owners; decide on measures to handle the seized dog in the event that after 48 hours from the date of notification, there is no recipient;
d) Cooperate with the local veterinary authority in organizing training on skills of catching stray dogs and catching animals with rabies disease or signs of rabies disease for members of the specialized team;
dd) Cooperate with health authorities in organizing rabies vaccination for members of the specialized team according to regulations of the health sector.
How to handle emergency animal rabies outbreak in Vietnam?
Pursuant to Section 4, Appendix 15 issued together with Circular 07/2016/TT-BNNPTNT stipulating as follows:
4. Urgent handling of the outbreak of Animal Rabies
4.1. Competent agencies shall make epidemic announcements according to the provisions of Article 26 of the Law on Veterinary Medicine.
4.2. Emergency vaccination surrounds the outbreak
a) Urgent vaccination with rabies vaccine for all healthy dogs and cats in the commune with the rabies outbreak and the communes adjacent to the epidemic commune.
b) Mobilizing local forces to support vaccination; Persons directly involved in vaccination must be veterinary staff or trained in rabies vaccination.
c) The local veterinary specialized management agency guides, manages, implements vaccination and supervises the vaccination.
d) Commune-level People's Committees organize rabies vaccination for dogs and cats to surround the outbreak.
4.3. People's Committees at all levels are responsible for performing the tasks specified in Article 9 of the Law on Veterinary Medicine. Relevant organizations and individuals are responsible for implementing measures to prevent and control the epidemic according to the provisions of Articles 25, 27, 28, 29 and 30 of the Law on Veterinary Medicine.
4.4. Participants in Rabies outbreak handling must use appropriate personal protective equipment (including eye protection, medical masks, gloves, boots and protective clothing) as directed by health authorities.
