What are regulations on surveillance of brucellosis regarding the Prevention of Terrestrial Animal Diseases in Vietnam?
Pursuant to Section 3, Appendix 20 issued together with Circular 07/2016/TT-BNNPTNT stipulating as follows:
3. Surveillance of brucellosis
3.1. Subjects of periodic disease monitoring: Breeding cattle, dairy cows determined by specialized veterinary management agencies.
3.2. Clinical surveillance through observation and detection of clinical symptoms, typical lesions of infected and dead cattle and epidemiological characteristics.
3.3. Monitoring for disease detection: Periodically check for infectious miscarriage disease by allergic reaction or milk test (MRT response) or serum antibody test (RBT reaction, CFT, ...) .
3.4. Veterinary management agencies shall develop and submit to competent authorities for approval the brucellosis surveillance plan. The surveillance is carried out according to the instructions in Appendix 02 issued with this Circular.

Pursuant to Section 4, Appendix 20 issued together with Circular 07/2016/TT-BNNPTNT stipulating as follows:
4. Handling sick animals
4.1. When detecting cattle with infectious miscarriage disease, they must be isolated for treatment according to the guidance of specialized veterinary management agencies.
4.2. Destroy dead or sick animals that cannot be recovered.
4.3. The handling of infected animals follows the instructions in Appendix 06 issued with this Circular.
What are regulations on diagnosis and testing of brucellosis in the prevention of terrestrial animal diseases in Vietnam?
Pursuant to Section 5, Appendix 20 issued together with Circular 07/2016/TT-BNNPTNT stipulating as follows:
5. Diagnosis and testing of diseases
5.1. Specimens are blood, milk, semen, spleen, liver, lymph nodes, amniotic fluid, miscarriage, etc., stored in wide mouth vials or plastic bags.
5.2. Specimens must be taken, packaged and preserved according to Vietnamese Regulation QCVN 01 - 83: 2011/BNNPTNT issued under Circular No. 71/2011/TT-BNNPTNT dated October 25, 2011 of the Ministry of Agriculture and Rural Development; Specimens must be collected aseptically, stored in cold conditions from 2°C to 8°C and sent to an agricultural testing laboratory recognized by the competent authority within 24 hours after sampling.
5.3. Test method: Follow the diagnostic procedure for infectious miscarriage as specified in Vietnamese Standard TCVN 8400-13: 2011.
What are regulations on compulsory prevention of cattle pasteurellosis by vaccination in the prevention of terrestrial animal diseases in Vietnam?
Pursuant to Section 2, Appendix 21 issued together with Circular 07/2016/TT-BNNPTNT stipulating as follows:
2. Compulsory prevention with vaccines
2.1. Vaccinated subjects
a) Concentrated cattle raising farms and establishments; except for cases of exemption from vaccination as prescribed in Clause 2, Article 4 of this Circular;
b) Small livestock herds in households: buffaloes, cows, sows, boars determined by the local veterinary authority.
2.2. Vaccination coverage: In areas with old outbreaks, high-risk areas determined by local veterinary authorities
2.3. Vaccination time
a) Organize periodical vaccination according to the rearing process, additional vaccination for newly born cattle, herds of cattle that have expired protection immunity or vaccinate according to the guidance of specialized management agencies in local veterinary;
b) Dosage and route of injection according to the vaccine manufacturer's instructions.
2.4. Based on livestock production conditions, climate and weather, characteristics of each region and region, the local veterinary specialized management agency shall develop and organize the implementation of a vaccination plan accordingly, ensuring the effectiveness of the vaccination program.
