Pursuant to Article 11 of the Pharmacy Law 2016, regulations on positions requiring pharmacy practice certificates include the following:

1. The chief pharmacist of a pharmacy business establishment.

2. The person in charge of quality assurance of a facility manufacturing drugs or medicinal ingredients.

3. The person in charge of clinical pharmacology of a health facility.

From there, it can be deduced the scope of activities for pharmacy practice certificates as stated above.

However, it is necessary to further clarify that the scope of activities according to the content of the question is the scope of professional activities. According to Clause 1, Article 13 of the Pharmacy Law 2016, conditions for issuance of a pharmacy practice certificate are as follows: Having a diploma, certificate, or professional certificate (hereinafter referred to as professional diploma) issued or recognized in Vietnam in accordance with the job position and pharmaceutical business establishment

From there, it is possible to determine the professions that are allowed to operate within the scope of the pharmacy practice certificate specified in Article 11 of the Pharmacy Law 2016 and must be consistent with the scope of professional activities stated in the pharmacy practice certificate.

How long does it take to get a vaccine testing certificate if I have a university degree in general medicine in Vietnam?

According to the provisions of Clause 1, Article 13, Clause 2, Article 19 of the Pharmacy Law 2016, the conditions to become a person in charge of expertise at a vaccine and biological product testing service business include:

1. Must have one of the following professional qualifications:

- University diploma in pharmacy;

- University diploma in general medicine;

- University degree in biology.

2. Professional practice period: 03 years.

3. Content of professional practice: (Clause 7, Article 20, Decree 54/2017/ND-CP) 01 of the following professional practice contents:

- Drug testing, testing of medicinal ingredients;

- Testing vaccines and biological products;

- Research related to production and testing of vaccines and biological products;

- Preserving drugs with the scope of vaccines and biological products;

- Pharmaceutical management at the pharmaceutical management agency.

As you stated, you have graduated from general medicine and you want to be granted a pharmacy practice certificate to work in a vaccine testing facility. According to the above regulations in Vietnam, if you want to work in a vaccine testing facility, you must practice for 3 years. The content of professional practice includes 01 of the contents mentioned above.

Is it possible to convert my pharmacy practice certificate when studying to transfer to university in Vietnam?

I currently have an intermediate level pharmacy practice certificate. I plan to study pharmacy at university. So, can you advise me if I study to transfer to university, will I be able to convert my practicing certificate? What is the procedure? Thank you very much!

- Article 26 of the Pharmacy Law 2016;

- Article 5, Article 6 of Decree 54/2017/ND-CP;

- Clause 4, Article 5, Decree 155/2018/ND-CP.

1. Dossier requesting adjustment of practicing certificate includes:

- Application for adjusting the content of the Pharmacy Practice Certificate, made according to Form No. 05;

- Application for adjusting the content of the Pharmacy Practice Certificate with a portrait photo of the applicant taken within no more than 06 months;

- Original or certified copy of pharmacy university diploma;

- Original or certified copy of certificate of professional practice period at an appropriate pharmacy facility;

- Copy of issued Pharmacy Practice Certificate;

2. Number of documents: 01 set

3. Place of application: Department of Health

As you stated, you currently have an intermediate level pharmacy practice certificate. You want to study pharmacy at university. So when you finish university, you can convert your current pharmacy practice certificate. If you want to convert, you must meet the professional practice requirements for university degrees. You follow the above procedure to convert your practicing certificate in Vietnam.
