b) Actively develop communication programs on implementation of digital health in the fields of people's health care, medical examination and treatment, including: electronic health record deployment, medical examination and treatment consultation from distance, online medical examination and treatment registration, electronic medical records and other related contents.

c) Organize events on digital transformation of the healthcare industry to provide information as well as attract the attention of businesses and the community.

d) Praise and reward organizations and individuals with typical achievements in digital transformation of the health sector.

What are regulations on financing the development and use of digital health platforms in the National Digital Transformation Program to 2030 in Vietnam?

Pursuant to Subsection 5 Section VI of the Decision 2955/QĐ-BYT in 2022 stipulating financing as follows:

Funds for the implementation of this Plan include: State budget; investment by business, the private sector, the community, and other legitimate sources of funding.

What are responsibilities of agencies under the Ministry of Health in using medical digital platforms in the National Digital Transformation Program to 2030 in Vietnam?

Pursuant to Section VII of the Decision 2955/QĐ-BYT in 2022 stipulating responsibilities of agencies as follows:

Agencies under the Ministry of Health organize the promotion of development and use of the Medical Digital Platform, specifically:

a) The Department of Medical Examination and Treatment and the Department of Preventive Medicine and units under the Ministry, according to their functions and tasks:

- Direct the organization to promote and use digital health platforms.

- Specify functions, business processes, information flow, storage information structure and information sources integrated into medical digital platforms.

- Specify criteria for reporting, analyzing and displaying visual data on medical digital platforms.

- Preside over the monitoring and evaluation of the implementation of medical digital platforms; develop and issue a set of criteria to evaluate the effectiveness of the implementation of medical digital platforms; The focal point for inspecting and evaluating the implementation of the Medical Digital Platform.

- Preside over and organize the exploitation and use of data from medical digital platforms to serve the health management of the Ministry of Health.

b) The specialized unit of information technology under the Ministry of Health

- Assume the prime responsibility, and coordinate with relevant units of the Ministry of Information and Communications in guiding and proposing technology requirements for medical digital platforms; develop and promulgate standards for storage, connection and interoperability for medical digital platforms and related information systems.

- Take charge and cooperate with agencies under the Ministry of Public Security and the Ministry of Information and Communications in ensuring network security, information safety and privacy of electronic health records; organize the connection, sharing and authentication of information from medical digital platforms with the National Population Database.

- Coordinate with the Department of Cybersecurity and High-Tech Crime Prevention (A05) under the Ministry of Public Security:

+ Support the Department of Health of the provinces/cities directly under the Central Government in monitoring network security, sharing information about cyber security threats.

+ Periodically check and evaluate network security; coordinate activities to respond to and remedy network security incidents for the electronic health book application information system.

+ Protect privacy, protect electronic health record data.

- Assume the prime responsibility, and coordinate with relevant units in formulating and promulgating regulations on operation and exploitation of the electronic health book application information system; organize to guide and support provinces, central-affiliated cities and related units to deploy health digital platforms and promote the synchronization of object data and health information from data sources related to the national database on health.

- Coordinate with units of Vietnam Social Insurance in connecting and providing data from the National Insurance Database for the Ministry of Health to exploit and use according to the provisions of Decree No. 43/ 2021/ND-CP dated March 31, 2021 of the Government stipulating the National Insurance Database and Decree No. 47/2020/ND-CP dated April 9, 2020 of the Government on management and results connect and share digital data in state agencies.

- Develop standards to connect and share data on platforms with localities and industries.

c) Department of Planning and Finance

- Preside over and advise the Minister of Health to arrange necessary funds for the promotion of the development and use of digital health platforms.

- Assume the prime responsibility, and coordinate with the Medical Examination and Treatment Administration, the Department of Preventive Medicine, the specialized information technology unit under the Ministry of Health and relevant units to develop a financial mechanism to maintain and operate operating information systems of the Ministry of Health related to medical digital platforms.

- On the basis of the proposal of the specialized information technology unit under the Ministry of Health and the attached approved project documents, the Department of Planning and Finance shall summarize the estimate and send it to the ministries and branches to arrange business arrangements. implementation fee as prescribed. On the basis of the Ministry of Finance's decision to assign estimates, the Department of Planning and Finance, the specialized unit of information technology under the Ministry of Health, submits to the leadership of the Ministry to allocate the estimate to the units under the Ministry according to regulations. determined. The Department of Planning and Finance shall coordinate with relevant functional departments/departments in guiding the units to carry out their tasks under the guidance of the Ministry of Information and Communication, the Ministry of Finance, the Ministry of Planning and Investment under the guidance of the Ministry of Information and Communications. regulations.

d) Department of Communication and Emulation and Reward

Lead the communication on the implementation and use of the Medical Digital Platform. Develop communication programs and plans to promote the development and use of Medical Digital Platforms.

d) Department of Health Insurance

- Assume the prime responsibility, and coordinate with the specialized information technology unit under the Ministry of Health, agencies under the Vietnam Social Security and relevant units in building the criteria for linking, identifying human data Health insurance payment needs to be two-way linked between medical digital platforms and the object management system and the health insurance assessment system of the Vietnam Social Insurance.

- Coordinating with specialized information technology units under the Ministry of Health and relevant agencies under the Ministry of Health in exploiting and using data to serve state management in the health sector, including medical information, data on health insurance according to Decree No. 43/2021/ND-CP dated March 31, 2021 of the Government regulating the National Database of Insurance.

e) Departments, Departments, General Department of Population, Office of the Ministry, Inspector of the Ministry of Health

- Participate in this plan as assigned by leaders of the Ministry of Health.

g) Medical examination and treatment establishments under the Ministry of Health

- Allocate resources to implement this Plan under the guidance of the Ministry of Health.
