What are regulations on human resources, training and international cooperation solutions approving the program to ensure vaccine supply until 2030 in Vietnam?
Pursuant to Subsection 3, Section II, Article 1 of Decision 1286/QD-TTg in 2022 stipulating human resources, training and international cooperation solutions approving the program to ensure vaccine supply until 2030 in Vietnam as follows:
a) Prioritize the development of human resources for research and production of vaccines; training and fostering experts at home and abroad in research and production of vaccines;
b) Attract investment and support from international organizations and developed countries in training human resources to: implement research programs and tasks, master technology for production of preventive vaccines emerging, dangerous, highly infectious diseases; new vaccines, not yet available in Vietnam; combination vaccines, vaccines against diseases that have not been implemented in the Expanded Immunization Program;
c) Increase access to information, expand and promote bilateral and multilateral cooperation with other countries and international organizations in vaccine research and production.
What are regulations on cost to approve the program to ensure the supply of vaccines until 2030 in Vietnam?
Pursuant to Section III, Article 1 of Decision 1286/QD-TTg in 2022 stipulating cost to approve the program to ensure the supply of vaccines until 2030 in Vietnam as follows:
1. Funding sources for the implementation of the Program to ensure supply of vaccines for vaccination by 2030 include central budgets and local budgets according to the current state budget decentralization; mobilized sources from organizations and individuals at home and abroad (if any) according to regulations; payment source of users of vaccination services other than expanded vaccination as prescribed by law.
2. Funds for integration in the implementation of relevant programs, schemes and projects of ministries, sectors, mass organizations, socio-political organizations; economic and social development programs of the central and local governments.
What are regulations on implementation of the approval of the program to ensure the supply of vaccines until 2030 in Vietnam?
Pursuant to Section IV, Article 1 of Decision 1286/QD-TTg in 2022 stipulating implementation of the approval of the program to ensure the supply of vaccines until 2030 in Vietnam as follows:
1. Ministry of Health
a) Organize the implementation of tasks and solutions to ensure the quantity, quality and supply of vaccines for vaccination by 2030;
b) Strengthen cooperation with countries and international organizations in order to receive and effectively use aid, sponsorship, donation, and donation of vaccines to serve epidemic prevention and control.
2. Ministry of Planning and Investment
Preside over the development of mechanisms and policies to attract businesses to invest in vaccine production, especially vaccines against emerging, dangerous and highly infectious diseases; new vaccines, not yet available in Vietnam; combination vaccines, vaccines to prevent diseases have not been implemented in the Expanded Program on Immunization.
3. Ministry of Finance
a) Allocate budget for the Expanded Immunization Program to meet the demand for the implementation of vaccination activities;
b) Research and propose financial policies to support and promote vaccine research and production in the country.
4. Ministry of Science and Technology
Assume the prime responsibility for, and coordinate with relevant agencies in reviewing and proposing amendments and supplements to mechanisms and policies prioritizing research and technology transfer for vaccine production.
5. People's Committees of provinces and centrally run cities
a) Organize the inspection and assessment of the program implementation progress in the locality, and annually report on the results of the Program implementation to the Ministry of Health for summarizing and reporting to the Prime Minister according to regulations.
b) Strengthen the inspection and examination in the supply of vaccines, vaccination organization, etc. to prevent the situation of speculation to increase prices and local shortage of vaccines for vaccination.
