What are regulations on emergency vaccination when an Avian Influenza outbreak occurs in Vietnam?
Pursuant to Section 3, Appendix 9 issued together with Circular 07/2016/TT-BNNPTNT stipulating as follows:
3. Emergency vaccination when an outbreak occurs
3.1. When there is an outbreak of Avian Influenza, organize vaccination for healthy poultry in villages, hamlets and villages where the epidemic occurs; at the same time, organize vaccination to surround the outbreak from outside to inside for susceptible poultry in epidemic-free villages, hamlets in the same commune and adjacent communes around the epidemic-affected commune.
3.2. Mobilize local forces to support vaccination; Persons directly involved in vaccination must be veterinary staff or people who have been trained in vaccination.
3.3. The local veterinary specialized management agency guides, manages, implements vaccination and supervises the vaccination.
What are regulations on surveillance of Avian Influenza in Vietnam?
Pursuant to Section 4, Appendix 9 issued together with Circular 07/2016/TT-BNNPTNT stipulating as follows:
4. Avian Influenza Surveillance
4.1. Clinical monitoring must be carried out regularly and continuously, especially for newly raised poultry flocks, poultry flocks in old outbreak areas, high-risk areas by local veterinary authorities
4.2. Monitoring the circulation of influenza virus (high virulence or virus strains capable of transmitting disease to humans).
Taking samples of oropharyngeal swabs, slime swabs, fresh stool samples, and organizational specimens to monitor virus circulation and monitor virus changes.
4.3. Post-vaccination surveillance
a) Post-vaccination surveillance to assess vaccination results and immune response ability of poultry after vaccination;
b) Taking serum samples for antibody testing after vaccination;
c) Time of sampling: After 21 days from the time of the most recent vaccination.
4.4. The veterinary specialized management agency develops and submits to the competent authorities for approval a Plan to proactively prevent and control avian influenza, including a plan to monitor avian influenza, including: clinical surveillance, viral surveillance or post-vaccination surveillance. The supervision is carried out according to the instructions in Appendix 02 issued with this Circular.
4.5. During surveillance, poultry flocks that test positive for avian influenza virus A/H5N1, A/H5N6 or influenza virus strains capable of transmitting disease and causing death to humans should be handled as for Avian Influenza outbreaks.
How to handle poultry infected to Avian Influenza in Vietnam?
Pursuant to Section 5, Appendix 9 issued together with Circular 07/2016/TT-BNNPTNT stipulating as follows:
5. Handling infected poultry
5.1. Poultry is destroyed in the following cases:
a) Birds are found to be sick, dead, or having signs of highly pathogenic avian influenza;
b) The flock of poultry that have been raised freely around but have not been vaccinated against influenza and have been in contact with infected flocks or in contact with flocks of poultry showing signs of highly pathogenic avian influenza;
5.2. The culling of poultry must be done as soon as there is a positive test result for influenza A/H5N1 virus or influenza A/H5N6 virus or influenza virus strains capable of transmitting disease and causing death to humans or tested, verified and concluded by the local veterinary authority to have avian influenza.
5.3. The handling of infected poultry follows the instructions in Appendix 06 issued together with this Circular.
