What are regulations on duck cholera regarding the prevention of terrestrial animal diseases in Vietnam?

Pursuant to Section 1, Appendix 22 issued together with Circular 07/2016/TT-BNNPTNT stipulating as follows:

1. Introduction to Duck Cholera

1.1. Disease concept

a) Duck cholera is a dangerous acute infectious disease in ducks. The causative agent is a virus belonging to the Herpes group of the Alphaherpesvirinae family. Viruses that cause disease have a DNA structure. Duck cholera has a high morbidity and mortality rate, ranging from 70% to 80% if first infected in a farm that is not vaccinated.

b) Resistance of the virus: The virus is killed in a solution of 3% formaldehyde, 3% chlorine and other strong antiseptic chemicals. The virus is killed at 56°C for 10 minutes, 50°C for 90 to 120 minutes, and at 22°C for 30 days.

1.2. The source of the disease and the route of transmission

a) Species infected: Animals infected with Duck Cholera are ducks, geese, geese of all ages, especially from 07 days old to adults.

b) Disease source: Feces, secretions from the nose, mouth and eyes of infected birds contain the virus.

c) Transmission route: Transmission is mainly through direct contact between healthy birds and infected birds. In addition, the disease can spread easily through mechanical means such as shoes and clothing brought in from an infected flock. The disease spreads rapidly and is severe in about 2-3 days.

1.3. Clinical symptoms

The incubation period is usually 3-7 days depending on the virulence of the virus.

Diseased ducks, swans, geese have anorexia, fear of water, diarrhea, white green or yellow viscous stools, ruffled feathers, runny nose, red eyes, swollen eyelids, red eye mucosa, tilted head, balanced eyes, crooked neck, paralysis, quick death.

1.4. Sickness

Depending on the case, one or more of the following lesions may be seen:

a) In adult ducks, there is liver discoloration or spot bleeding. Females may see bleeding follicles.

b) Blood vessels are damaged. Lymphatic system is damaged and parenchymal degeneration.

c) The digestive tract is inflamed, the intestines bleed in patches, with a lot of mucus. This is a characteristic lesion of duck cholera.

d) Microscopic examination shows damage to blood vessels and visceral organs. Appears intranuclear inclusions, cytoplasmic inclusions in the epithelial cells of the digestive system. This is the typical microscopic variation of the disease.

What are regulations on mandatory duck cholera vaccine in the prevention of terrestrial animal diseases in Vietnam?

Pursuant to Section 2, Appendix 22 issued together with Circular 07/2016/TT-BNNPTNT stipulating as follows:

2. Compulsory prevention with vaccines

2.1. Objects for prevention by vaccines: ducks, geese, geese.

2.2. Vaccination coverage: Areas with old outbreaks, high-risk areas determined by local veterinary authorities.

2.3. Vaccination time

a) Organize periodic vaccination according to the rearing process or instructions of the local veterinary specialized management agency;

b) Dosage and route of injection according to the vaccine manufacturer's instructions.

2.4. Based on livestock production conditions, climate and weather, characteristics of each region and region, the local veterinary specialized management agency shall develop and organize the implementation of a vaccination plan accordingly to ensure the effectiveness of vaccination.

What are regulations on urgent vaccination when duck cholera outbreak occurs in the prevention of terrestrial animal diseases in Vietnam?

Pursuant to Section 3, Appendix 22 issued together with Circular 07/2016/TT-BNNPTNT stipulating as follows:

3. Urgent vaccination when an outbreak occurs

3.1. When an outbreak occurs, organize vaccination for ducks, geese and geese in villages, hamlets where the epidemic occurs; at the same time, organize vaccination to surround the outbreak from the outside to the inside for ducks, geese and geese in non-epidemic villages, hamlets in the same commune and surrounding communes adjacent to the epidemic commune.

3.2. Mobilize the vaccination force and support vaccination; Persons directly involved in vaccination must be veterinarians or trained persons.

3.3. The local veterinary specialized management agency guides, manages, implements vaccination and supervises the vaccination.

What are regulations on diagnosing duck cholera in the prevention of terrestrial animal diseases in Vietnam?

Pursuant to Section 6, Appendix 22 issued together with Circular 07/2016/TT-BNNPTNT stipulating as follows:

6. Diagnosis and testing of diseases

6.1. Specimens are liver, spleen, and kidney of birds suspected of having the disease.

6.2. Specimens must be taken, packaged and preserved according to Vietnamese Regulation QCVN 01 - 83: 2011/BNNPTNT issued under Circular No. 71/2011/TT-BNNPTNT dated October 25, 2011 of the Ministry of Agriculture and Rural Development; stored at refrigerated temperatures between 2°C and 8°C and immediately transferred to an agricultural testing laboratory accredited by the competent authority.

6.3. Testing method: Follow the diagnostic procedure for duck cholera disease specified in Vietnam Standard TCVN 8400-11:2011.
