1. Legal basis: Decree 36/2019/ND-CP and Circular 18/2018/TT-BVHTTDL.
2. Conditions: The conditions must comply with Circular 10/2018/TT-BVHTTDL. To be specific
Infrastructure:
- The playing field must be flat and covered with one of the following materials: natural grass, artificial turf, compacted soil, fine sand, wooden flooring, synthetic material, or synthetic resin.
- The playing field and surrounding areas must be free of obstacles and materials that can cause injuries. The surrounding area should not be higher than the playing surface, and if it is higher, it must be covered with a safe material.
- The distance from the vertical and horizontal boundaries of the field to the fences, stands, or adjacent fields must be at least 2.5 meters.
- A football field adjacent to residential areas, public facilities, or roads must have a fence or net surrounding it, with a minimum height of 5 meters.
- The lighting on the field must be at least 150 lux.
- In the case of goal shooting walls, the width of the shooting wall must be at least 5 meters, the height must be at least 2.5 meters, and it must be made of sturdy material.
- A first aid kit must be available as regulated by the Ministry of Health.
- There should be sanitary facilities and changing areas for participants in football training and competitions.
- A set of rules must be posted, including the following key information: training schedule, participants, individuals not allowed to participate, attire during training, safety measures during training.

+ Goal frames must be made of one of the following materials: metal, wood, or synthetic material, ensuring dimensions according to football competition rules. The goal posts must be round and not pose a danger to training or playing participants.
+ The ball must have dimensions and weight according to football competition rules.
- Competition equipment for football must comply with the regulations of football competition rules.
3. Documentation:
- Application form for the certificate of eligibility according to Form 02 in the appendix issued with Decree 36/2019/ND-CP.
- Summary of the preparation of business and sports activities according to Form 03 in the appendix issued with Decree 36/2019/ND-CP.
4. Submission method: The receipt and result delivery can be done at the office of the authority granting the certificate of eligibility, by postal service, or through electronic means.
5. Competent authority: The People's Committee at the provincial level where the sports activities are registered or where the company's headquarters is located.
6. Processing time: The processing time is 7 working days from the date of receiving the complete application dossier as regulated.
