What are principles of fire prevention and fighting and rescue of the Ministry of Health of Vietnam?
Pursuant to Article 2 of the Regulation on fire prevention, fighting and rescue of the Ministry of Health, promulgated together with Decision 3047/QD-BYT in 2022 stipulating the principles of fire prevention and fighting and rescue of the Ministry of Health of Vietnam as follows:
1. Prevention is the main thing in fire prevention and fighting activities.
2. All fire prevention and fighting and rescue activities must first be carried out by: plans, means and forces on the spot; always ready in case of fire, incident, accident and give priority to saving people.
3. When performing fire fighting and rescue, absolute safety must be ensured for people and vehicles while minimizing damage.
What are responsibilities for fire prevention, fighting and rescue of cadres, civil servants, public employees and employees in the Ministry of Health of Vietnam?
Pursuant to Article 3 of the Regulation on fire prevention, fighting and rescue of the Ministry of Health, promulgated together with Decision 3047/QD-BYT in 2022 stipulating responsibilities for fire prevention, fighting and rescue of cadres, civil servants, public employees and employees in the Ministry of Health of Vietnam as follows:
1. Comply with regulations on fire prevention and fighting and rescue of competent agencies, units and levels and strictly according to their assigned responsibilities and tasks.
2. Actively learn, and update knowledge and laws on fire prevention and fighting and rescue work within the scope of their powers and responsibilities. Make suggestions and recommendations to the head of the unit on measures to ensure safety on fire prevention and fighting at the unit.
3. Participate in training classes, guiding fire prevention and fighting activities at workplaces and residences. Maintain and use proficiently the commonly equipped fire fighting equipment.
4. Ensure absolute safety when using electricity, fire sources, heat sources, fire- and heat-generating equipment and tools, etc., and in the preservation and use of flammable substances.
5. Promptly prevent direct risks of fire, incidents, accidents and violations of safety regulations on fire prevention and fighting; overcome the shortcomings and violations of safety regulations on fire prevention and fighting.
6. Fire alarm, incident, accident and fire fighting, timely response when detecting fire, incident or accident. Understand and strictly comply with fire alarm orders and mobilization orders to participate in fire prevention and fighting and rescue operations.
What are prohibited acts on fire prevention and fighting and rescue by the Ministry of Health of Vietnam?
Pursuant to Article 4 of the Regulation on fire prevention, fighting and rescue of the Ministry of Health, promulgated together with Decision 3047/QD-BYT in 2022 stipulating prohibited acts on fire prevention and fighting and rescue by the Ministry of Health of Vietnam as follows:
1. The use of the power source is not in accordance with regulations.
2. Illegally transporting flammable and explosive substances to the office of the Ministry of Health.
3. Intentionally causing fire or explosion at the agency, office or workplace; causing incidents, accidents, endangering human life, health, vehicle and property safety for self-seeking purposes.
4. Obstructing fire prevention and fighting activities; against people performing the tasks of fire prevention and fighting and rescue.
5. Taking advantage of fire prevention and fighting activities to harm the lives and health of officials, public employees and employees, infringing upon the property of the State, agencies, organizations and individuals.
6. Deliberately turning on fire alarm, reporting fake incidents or accidents.
7. Damaging, arbitrarily changing, moving or obscuring means, firefighting and rescue equipment, signs and signboards; Leave items and goods in the emergency exit area, obstructing the exit.
8. Acts of violating the provisions of this Regulation and relevant laws.
