According to the Criteria for Evaluating Safe Operations in COVID-19 Prevention and Control at food and beverages service establishments and businesses in Ho Chi Minh City (issued together with Decision 3677/QD-BCD in 2021), the following regulations are specified:
1. Criterion 1: For establishments
- The establishment must have a certificate of food safety conditions (except for establishments specified in Article 12 of Decree 15/2018/ND-CP)[1] and ensure food safety conditions according to regulations (regarding infrastructure, equipment, personnel, storage, transportation, ingredient origin, relevant documents, etc.).
- The establishment must arrange a food delivery and receiving area to ensure COVID-19 prevention and control principles; provide sufficient handwashing facilities, soap, sanitizing solution, and equipment, tools, and means for hand drying; conduct random and periodic SARS-CoV-2 testing for personnel at the establishment with high risk of COVID-19 transmission.
- The establishment must register a QR code at http://antoan-covid.tphcm.gov.vn/ and scan the QR codes of individuals participating in activities at the establishment (according to Directive No. 18/CT-UBND dated September 30, 2021, of the People's Committee of Ho Chi Minh City on continuing to control and adjust measures for COVID-19 prevention and control, and step-by-step recovery and development of the socio-economic situation in Ho Chi Minh City).

2. Criterion 2: For customers
Strictly comply with the 5K measures (Mask - Distance - Health declaration - Disinfection - No gathering); scan QR codes and adhere to COVID-19 prevention and control measures according to the guidance of the health sector and the establishment.

3. Criterion 3: For serving staff, salespersons, delivery personnel, and visitors (workers)
- Strictly comply with the 5K measures (Mask - Distance - Health declaration - Disinfection - No gathering); scan QR codes and follow the health sector's instructions for COVID-19 prevention and control; personnel working at the establishment must be individuals who have recovered from COVID-19 within 6 months or have received COVID-19 vaccination (at least one dose for vaccines requiring two doses and at least 14 days after vaccination).
- Must undergo SARS-CoV-2 screening and periodic testing or when the worker exhibits symptoms such as fever, cough, fatigue, sore throat, loss of taste and smell, difficulty breathing, etc.

4. Criterion 4: For establishment owners
- The establishment owner must have a plan and take responsibility for implementing strict COVID-19 prevention and control measures according to the establishment's regulations.
- Have a plan for organizing business operations and publicly announce the maximum number of customers allowed to dine at the establishment at the same time (clearly displayed at the establishment) and ensure that the number of customers dining at the establishment does not exceed the announced limit at the same time.
- Report the plan for organizing business operations and measures for COVID-19 prevention and control at the establishment to the People's Committee of the ward, commune, or town for management, monitoring, inspection, and supervision.
