What are levels of professional and technical expertise in healthcare in Vietnam?

Based on Article 104 of the Law on Medical Examination and Treatment 2023 which regulates the levels of professional and technical expertise in healthcare in Vietnam:

Article 104. Levels of professional and technical expertise in healthcare in Vietnam

1. State and private medical examination and treatment facilities are divided into three levels of technical expertise as follows:

a) Initial medical examination and treatment level performs tasks of medical examination, outpatient treatment, primary health care; disease management, rehabilitation at the community;

b) Basic medical examination and treatment level performs tasks of medical examination, general outpatient and inpatient treatment; general practice training, organizing continuous medical knowledge updates for practitioners;

c) Specialized medical examination and treatment level performs tasks of medical examination, specialized outpatient, and inpatient treatment; specialized practice training; specialized continuous training and research; transfer of professional techniques in medicine.

2. The levels of technical expertise in medical examination and treatment are organized to ensure continuity and connectivity in providing medical examination and treatment services according to the condition and severity of the illness and ensure the following principles:

a) A medical examination and treatment facility is only classified into one level of technical expertise; if a facility performs the tasks of all three levels of technical expertise, it is classified into the specialized level; if a facility performs the tasks of both the initial and basic levels, it is classified into the basic level;

The levels of professional and technical expertise in healthcare in Vietnam are as follows:

- Ensure continuity and connectivity in providing medical examination and treatment services according to the condition and severity of the illness.

- A medical examination and treatment facility is only classified into one level of technical expertise; if a facility performs the tasks of all three levels of technical expertise, it is classified into the specialized level; if a facility performs the tasks of both the initial and basic levels, it is classified into the basic level.

- A medical examination and treatment facility, regardless of its level, must focus on carrying out the tasks of that level and is allowed to perform professional techniques of other levels if it meets the conditions stipulated by the Minister of Health; conduct tasks of other technical expertise levels compatible with the characteristics of the sector or field as stipulated by the Government of Vietnam.

What are objectives of the State management of healthcare in Vietnam?

According to Clause 1, Article 5 of the Law on Medical Examination and Treatment 2023, the objectives of the State management of healthcare in Vietnam include:

- Developing, promulgating, and organizing the implementation of legal normative documents on medical examination and treatment; promulgating a system of standards and technical regulations for medical examination and treatment.

- Developing, promulgating, and organizing the implementation of strategies, policies, programs, projects, and plans regarding medical examination and treatment.

- Developing, promulgating, and organizing the implementation of the healthcare facility system planning according to legal regulations on planning.

- Regulations on technical expertise, criteria, standards, and norms in medical examination and treatment.

- Organizing, building, and managing the system of medical examination and treatment facilities; evaluating the quality of healthcare facilities.

- Issuing, suspending, revoking practice licenses for individuals, and operating licenses for medical examination and treatment facilities.

- Training and developing human resources for medical examination and treatment activities; educating, propagating, disseminating knowledge, and legal regulations on medical examination and treatment; guiding the implementation of rotation policies for practitioners.

- Organizing research, development, and application of science, technology, and technology transfer in medical examination and treatment.

- Building, managing, and operating the information system for managing medical examination and treatment activities.

- State management of the price of medical examination and treatment services according to regulations.

- International cooperation in the field of medical examination and treatment.

- Inspection, checking, resolving complaints, denunciations, and handling violations of laws on medical examination and treatment.
