What are levels of professional and technical expertise of public medical examination and treatment facilities in Vietnam?

Based on Article 104 of the Law on Medical Examination and Treatment 2023 which stipulates the levels of professional and technical expertise in healthcare in Vietnam:

Article 104. Levels of professional and technical expertise in healthcare in Vietnam

1. State and private medical examination and treatment facilities are divided into 03 levels of technical expertise as follows:

a) The initial level for medical examination and treatment carries out tasks such as outpatient care, initial health care, disease management, and community rehabilitation;

b) The basic level for medical examination and treatment includes general outpatient and inpatient treatment; general practice training, continuous medical knowledge updates for practitioners;

c) The advanced level for medical examination and treatment involves specialized outpatient and inpatient treatment; specialized practice training; continuous and specialized training and research; transfer of techniques in medical examination and treatment.

2. The levels of professional and technical expertise in healthcare in Vietnam are organized to ensure continuity and connectivity in the delivery of medical examination and treatment services according to the condition and severity of the disease and to ensure the following principles:

a) A medical examination and treatment facility is classified into one level of technical expertise only; if the facility can perform the tasks of all 03 levels, it will be classified into the advanced level; if it can perform tasks of both initial and basic levels, it is classified into the basic level;

b) A medical examination and treatment facility classified into any level should focus on carrying out the tasks of that level and can perform the technical expertise of other levels if it meets the conditions as prescribed by the Minister of Health; execute tasks of other levels of technical expertise suitable to the specialties and fields as regulated by the Government of Vietnam.

What are principles for medical examination and treatment in Vietnam?

Based on Article 3 of the Law on Medical Examination and Treatment 2023 which defines the principles for medical examination and treatment in Vietnam:

Article 3. Principles for Medical Examination and Treatment

  1. Respect, protect, treat equally, and do not discriminate or differentiate against patients.
  1. Prioritize medical examination and treatment for cases in emergency situations, children under the age of 06, pregnant women, persons with extremely severe disabilities, persons with severe disabilities, persons aged 75 and older, and persons who have made contributions to the revolution appropriate to the characteristics of the medical examination and treatment facilities.
  1. Respect, cooperate with, and protect practitioners and others performing tasks at medical examination and treatment facilities.

Thus, the principles for medical examination and treatment in Vietnam are stipulated as follows:

- Respect, protect, treat equally, and do not discriminate or differentiate against patients.

- Prioritize medical examination and treatment for cases in emergency situations, children under the age of 06, pregnant women, persons with extremely severe disabilities, persons with severe disabilities, persons aged 75 and older, and persons who have made contributions to the revolution appropriate to the characteristics of the medical examination and treatment facilities.

- Respect, cooperate with, and protect practitioners and others performing tasks at medical examination and treatment facilities.

- Act promptly and comply with the technical expertise regulations.

- Adhere to the professional ethics codes in medical examination and treatment practice as issued by the Minister of Health.

- Ensure equality and fairness among medical examination and treatment facilities.
