Using Health Insurance Card on VssID for Medical Examination and Treatment: Is It Allowed?

Pursuant to Official Dispatch 1493/BHXH-CSYT in 2021 on the use of images of health insurance cards on the VSS-ID application for health examination and treatment (HET), the regulations are as follows:

Vietnam Social Security requests provincial social security offices to report to the provincial People's Committee, coordinate with the Department of Health to direct medical facilities to implement and send official documents to HET facilities to agree on the following contents:

- From June 1, 2021, health insurance patients visiting for examination and treatment are allowed to use the image of the health insurance card on the VSS-ID application instead of using the paper health insurance card;

- Medical facilities should use readers to scan the QR-Code or directly record the health insurance card number from the VSS-ID application (in cases where the facility does not have a reader).

- Medical facilities should have solutions to prevent the abuse and exploitation of the HET health insurance fund; receive any difficulties and obstacles during the implementation process and promptly report to the social security agency for coordination and resolution.

Thus, from June 1, 2021, people are allowed to use images of health insurance cards on the VSS-ID application instead of using paper health insurance cards. Therefore, your sister can use the QR-Code for her examination and treatment. In this case, the hospital's refusal is against the regulations.
