The AFF Cup takes place in even years, such as 2016, 2018, 2022. However, there have been special cases where the tournament was held in odd years, such as 2007 and 2021, due to the overlap with ASIAD 15 (Asian Games) and the COVID-19 pandemic.

What criminal liability is incurred for football betting in Vietnam?
Pursuant to Article 321 Criminal Code 2015 (amended by Clause 120 Article 1 Law Amending Criminal Code 2017) relating to the charge of gambling:
Article 321. Gambling Offense
- Anyone who unlawfully gambles in any form, where stakes are money or property valued at VND 5,000,000 to under VND 50,000,000, or under VND 5,000,000 but has been administratively sanctioned for such acts or actions specified in Article 322 of this Code, or has been convicted of such an offense or an offense specified in Article 322 of this Code without having the conviction expunged and continues to violate, shall be fined from VND 20,000,000 to VND 100,000,000, subject to non-custodial reform for up to 03 years or face imprisonment from 06 months to 03 years.
- Committing the offense in one of the following circumstances, shall be sentenced to imprisonment from 03 years to 07 years:
a) In a professional manner;
b) Stakes of money or property valued at VND 50,000,000 or more;
c) Using the internet, computer networks, telecommunications networks, or electronic means to commit the offense;
d) Dangerous recidivism.
- Offenders may also be subjected to a fine of VND 10,000,000 to VND 50,000,000.
As per the above regulation, anyone who engages in football betting under any form where stakes are money or property valued at VND 5,000,000 or more, or under VND 5,000,000 but falls under the following circumstances will be subject to criminal charges for gambling:
- Previously administratively sanctioned for gambling offenses or for organizing gambling.
- Previously convicted of gambling offenses or organizing gambling or facilitating gambling but has not had their conviction expunged and continues to violate.
Those who engage in football betting and face criminal charges for gambling shall be fined from VND 20,000,000 to VND 100,000,000, subject to non-custodial reform for up to 03 years or face imprisonment from 06 months to 07 years.
What are penalties for football betting in Vietnam?
Based on Clause 2; Clause 6; Clause 7 Article 28 Decree 144/2021/ND-CP regarding acts of illegal gambling:
Article 28. Acts of Illegal Gambling

- A fine of VND 1,000,000 to VND 2,000,000 shall be imposed for any of the following acts:
a) Unlawfully gambling in any form such as xóc đĩa, tá lả, tổ tôm, tú lơ khơ, tam cúc, 3 cây, tứ sắc, đỏ đen, cờ thế, binh ấn độ 6 lá, binh xập xám 13 lá, tiến lên 13 lá, đá gà, tài xỉu or other forms with the purpose of winning or losing money, property, or items;
b) Gambling with illegal machines or electronic games;
c) Illegitimate betting in sports competitions, entertainment activities, or other activities.

- Additional forms of sanction:
a) Confiscation of exhibits, means of administrative violations for acts specified in Clause 1; Clause 2; Points a and b Clause 3; Points b, c, and d Clause 4 and Clause 5 of this Article;
b) Suspension of activities from 06 months to 12 months for acts prescribed at Point đ Clause 3 of this Article;
c) Expulsion of foreigners who commit administrative violations specified in Clauses 1, 2, 3, 4, and 5 of this Article.
- Measures to remedy consequences:
Compulsory repayment of illicit profits obtained from the illegal activity specified in Clause 1; Clause 2; Points a and b Clause 3; Points b, c, and d Clause 4 and Clause 5 of this Article.
Thus, individuals who engage in illegal football betting not to the extent of being subject to criminal prosecution will be fined from VND 1,000,000 to VND 2,000,000 and have the illicit items and means confiscated, and be required to repay any illicit profits made from illegal football betting.
Foreigners engaged in illegal football betting will be expelled from Vietnam.
Note: The above penalties apply to individuals. Organizations committing the same violations are subject to fines double those applicable to individuals. (As prescribed in Clause 2 Article 4 Decree 144/2021/ND-CP)
