Requirements for ensuring the operation of loading and unloading areas in Vietnam during the COVID-19 pandemic

Based on Subsection 7, Section II of the Temporary Guidelines on the Organization of Transport Activities in Five Sectors (Roadway, Inland Waterway, Maritime, Railway, Aviation) to Ensure Safe, Flexible Adaptation and Effective Control of the COVID-19 Pandemic (Issued together with Decision 1812/QD-BGTVT in 2021), the provisions are as follows:

Place of Loading and Unloading Goods

a) Develop and implement a plan for loading and unloading goods to ensure safety, security, order, fire and explosion prevention, environmental protection, and compliance with COVID-19 prevention and control regulations;

b) Arrange points for health declarations and QR code scanning;

c) In the case where the place of loading and unloading goods is located in areas with level 3 or level 4 pandemic prevalence: allocate positions for authorities to conduct rapid SARS-CoV-2 antigen testing;

d) In the event that drivers, passengers, or workers at the loading and unloading site exhibit symptoms such as fever, cough, difficulty breathing, fatigue, etc., isolation must be arranged and the local health authorities must be notified immediately for handling;

dd) Carry out propaganda on COVID-19 prevention and control measures in public areas;

e) Require drivers and passengers to adhere to COVID-19 prevention and control regulations as guided by the National Steering Committee for COVID-19 Prevention and Control and the Ministry of Health;

g) Post the local authorities’ hotlines for reporting violations of COVID-19 prevention and control regulations.
