Pursuant to Subsection 6, Section I, Guidelines for basic design of commune, ward and town medical stations issued with Circular 32/2021/TT-BYT (Effective from February 15, 2022) regulating requirements for auxiliary items and outdoor technical infrastructure in commune, ward and town health stations are as follows:
- For medical stations in remote areas, depending on actual needs and specific conditions, the locality will consider and decide on investment in construction of accommodation projects for officials, medical staff and other necessary auxiliary works.
- Herbal medicine garden:
+ Arrange traditional medicinal plant gardens according to the provisions of Decision No. 4667/QD-BYT dated November 7, 2014 of the Minister of Health promulgating the National Criteria for Commune Health for the period up to 2020;
+ The medicinal plant garden (if any) must be located more than 2m from the station's outer wall.
- Infrastructure engineering:
+ Power supply: Must ensure power supply for lighting and equipment. Must ensure electrical safety conditions according to regulations;
+ Water supply: Must ensure domestic water supply based on National Technical Regulation QCVN 01-1:2018/BYT on clean water quality used for domestic purposes issued by the Minister of Health attached. Circular No. 41/2018/TT-BYT dated December 14, 2018;
+ Drainage: There must be a surface water collection system to not affect the environment;
+ Waste: Medical station waste includes solid waste and liquid waste, divided into hazardous waste and normal waste groups. General waste is disposed of according to local regulations. A medical waste storage area must be arranged within the premises of the medical station. Hazardous medical waste must be collected and treated according to the provisions of Joint Circular No. 58/2015/TTLT -BYT-BTNMT December 31, 2015 of the Minister of Health and Minister of Natural Resources and Environment regulations on medical waste management.

Requirements for combination of functions in commune, ward and town health station projects in Vietnam
Requirements for combining functions in commune, ward and town health station projects are specified in Subsection 5, Section I of Guidelines for basic design of commune, ward and town medical stations issued with Circular 32/2021/TT-BYT as follows:
Functions must be combined in one space to ensure flexibility, improve efficiency of use, and suit the conditions of commune health human resources.
- Multi-purpose space complex (reception hall):
Organize the reception lobby area into a multi-functional space including reception and waiting; the media; Combined implementation of vaccination work; Dispense medicine and must ensure the following requirements:
+ Priority is given to arrange on the 1st floor, right at the main entrance;
+ Multi-purpose space must be directly connected to the Administration-Communications department, clinic, check-in counter, and pharmacy counter;
+ Depending on regional conditions, design space flexibly (closed space or open space with the ability to connect to outdoor space with mobile roof), ensuring climatic conditions (cool in summer, warm in winter, avoid rain, hot sun, cold wind);
+ The multi-purpose space area must meet the requirements for organizing vaccination specified in Circular No. 34/2018/TT-BYT dated November 16, 2018 of the Minister of Health regulating vaccination activities and mass media activities;
+ Arrange waiting chairs, reception desks, tables with automatic blood pressure monitors, health scales with height measurement, information disclosure boards, health education communication corners, and household trash bins;
+ There is a place to hang information disclosure boards: diagrams of functional rooms; organizational chart of station human resources; price list of services, techniques, list of drugs covered by health insurance;
+ Combine health education communication work: there is a place to hang a TV, an information board - health education communication, a shelf for communication materials (communication materials can be arranged in another location in the house). station but must ensure convenience and easy access).
- Organize continuous spaces:
Promote effective use and in accordance with the prescribed medical examination and treatment process, functional rooms must be arranged on the construction site to form a continuous chain, specifically as follows:
+ Line 1: Reception and waiting lobby space (reception, instructions on vaccine registration procedures) → Clinic (screening and consultation before vaccination) → Injection room (vaccine injection, taking notes) → Patient storage room, health education and communication consultation, waiting room (monitoring and handling complications after vaccination).
+ Line 2: Reception space → Patient storage room (before giving birth) → Delivery → Patient storage room (postpartum storage).
