The penalty kick in football matches is regulated in Law XIV. The penalty kick is stipulated together with Decision 982-QD/UBTDTT in 2007, as follows:
If a team commits one of the 10 direct fouls inside their own penalty area while the ball is in play, they will be awarded a penalty kick.
A goal is considered valid if the ball is directly kicked into the opposing team's goal from the penalty kick.
When a penalty kick is awarded in the last minute of each half or extra time, additional time must be added to complete the penalty kick.
1. Ball and players' positions:
a. Ball: Placed directly on the penalty spot.
b. Penalty kick taker:
Must be clearly notified.
c. Goalkeeper of the defending team: Stands on the goal line between the goalposts, facing the penalty taker, until the ball is kicked into play.
d. Other players:
- Must stand inside the field.
- Must be outside the penalty area.
- Must be behind the penalty spot.
- Must be at least 9.15 meters away from the penalty spot.
2. Referee:
- Only blows the whistle to allow the penalty kick when all players are in their correct positions according to the rules.
- Indicates the decision after the penalty kick has been taken.
3. Execution procedure of the penalty kick:
- The penalty kick taker must kick the ball forward.
- No one can touch the ball for the second time until a player has touched it.
- The ball is in play once it has been kicked and moves forward.
When a penalty kick is taken in both halves of the match, during the additional time given to retake the penalty kick, a goal is considered valid if, before crossing the goal line between the goalposts and below the crossbar:
The ball touches the goalposts or the crossbar or the goalkeeper.
4. Violations and Penalties:
When the referee signals for a penalty kick and before the ball is kicked into play, if any of the following situations occur:
a. The penalty kick taker violates the rules:
- The referee allows the penalty kick to be taken.
- If the ball goes into the goal, the penalty kick is retaken.
- If the ball does not go into the goal, the referee stops the match and restarts with an indirect free kick for the opposing team.
b. The goalkeeper commits a violation:
- The referee allows the penalty kick to be taken.
- If the ball goes into the goal, the goal is counted.
- If the ball does not go into the goal, the penalty kick is retaken.
c. The teammate of the penalty kick taker enters the penalty area or gets closer to the penalty spot than allowed:
- The referee allows the penalty kick to be taken.
- If the ball goes into the goal, the penalty kick is retaken.
- If the ball does not go into the goal, the referee stops the match and restarts with an indirect free kick for the opposing team.
- If the ball rebounds into the field from the goalkeeper, goalposts, or crossbar and the penalty kick taker touches the ball, the referee stops the match and restarts with an indirect free kick for the opposing team.
d. The teammate of the goalkeeper enters the penalty area or gets closer to the penalty spot than allowed:
- The referee allows the penalty kick to be taken.
- If the ball goes into the goal, the goal is counted.
- If the ball does not go into the goal, the penalty kick is retaken.
e. Both players from both teams violate the rules:
- The penalty kick is retaken.
f. After the penalty kick is taken:
+ If the penalty kick taker touches the ball again (not with their hand) before another player touches it:
The referee awards an indirect free kick to the opposing team at the location of the violation.
+ If the penalty kick taker deliberately handles the ball before another player touches it:
The referee awards a direct free kick to the opposing team at the location of the violation.
+ If the ball, moving forward, is blocked by an "outsider":
The referee orders a retake of the penalty kick.
+ If the ball rebounds off the goalkeeper, goalposts, or crossbar and touches an "outsider":
The referee stops the match.
The match continues with a dropped ball at the location where the "outsider" touched the ball.
