Promulgation of the Circular 32/2023/TT-BYT detailing some provisions of the Law on Medical Examination and Treatment in 2023 in Vietnam
On December 31, 2023, the Minister of Health issued Circular 32/2023/TT-BYT detailing some provisions of the Law on Medical Examination and Treatment.
Circular 32/2023/TT-BYT provides guidance on the following matters:
- Continuous medical knowledge update in medical examination and treatment.
- Scope of practice of medical examination and treatment for professional titles.
- Sample of medical practice license prescribed.
- Recognition of quality standards of medical examination and treatment facilities issued by domestic or foreign organizations.
- Medical records and summary of medical records.
- Direct medical examination and treatment.
- Standards and medical examination.
- Good practice for testing new techniques, new methods, or testing medical devices in the clinic.
- Regulations on the organization, operation of the Professional Council and the procedures and procedures for resolving disputes in the event of a medical accident.
- Mobilization, mobilization, and assignment of tasks for subjects participating in medical examination and treatment in the event of natural disasters, disasters, group A infectious diseases or emergency situations.

What is the time for continuous medical knowledge update in Vietnam?
Article 3 of Circular 32/2023/TT-BYT stipulates the following on the continuous medical knowledge update period:
Continuous medical knowledge update period
1. Persons practicing medical examination and treatment are required to participate in continuous medical knowledge update for at least 120 credit hours in 5 consecutive years (01 credit hour for short-term training or training courses is equivalent to 01 class hour).
2. Persons practicing medical examination and treatment who participate in one of the forms of continuous medical knowledge update specified in Articles 4, 5, 6 and 7 of this Circular after being converted into credit hours will be added together to calculate the total time for continuous medical knowledge update.
Therefore, the continuous medical knowledge update period is at least 120 credit hours within 5 consecutive years.
What are the responsibilities of the facility for continuous medical knowledge update in Vietnam?
Article 9 of Circular 32/2023/TT-BYT stipulates the following on the responsibilities of the facility for continuous medical knowledge update:
- Create conditions for persons practicing medical examination and treatment to update their medical knowledge; to monitor, manage; confirm and calculate credit hours for persons practicing medical examination and treatment who participate in continuous medical knowledge update organized by the facility.
- Assign staff to be responsible for managing the continuous medical knowledge update activities of the facility.
- Organize continuous medical knowledge update activities in accordance with the provisions of this Circular and be responsible for the quality of continuous medical knowledge update activities carried out by the facility.
- Manage and store the records, programs and materials of short-term training courses, conference and seminar records of continuous medical knowledge update of the facility; manage the confirmation for persons practicing medical examination and treatment who have completed continuous medical knowledge update in accordance with the provisions of this Circular.
- For facilities that update continuous medical knowledge in the form of organizing short-term training courses: Before organizing training, they are responsible for sending a notification according to Appendix 4 attached to Circular 32/2023/TT-BYT to the Ministry of Health (Science and Technology and Training Department) for facilities under the management of the Ministry of Health or send a notification to the Ministry of Health and the Department of Health for facilities under the management of the Department of Health.
What are the forms of continuous medical knowledge update for persons practicing medical examination and treatment in Vietnam?
Chapter 2 of Circular 32/2023/TT-BYT stipulates 4 forms that persons practicing medical examination and treatment can choose to participate in continuous medical knowledge update, including:
- Continuous medical knowledge update in the form of participating in short-term training courses, conferences, and seminars on medicine that are relevant to the scope of practice.
- Continuous medical knowledge update in the form of participating in the compilation of textbooks, teaching materials, and professional materials on medical examination and treatment.
- Continuous medical knowledge update in the form of conducting scientific research, teaching about medicine within the scope of practice.
- Continuous medical knowledge update in the form of self-updating medical knowledge and other forms.
