Promulgation of Circular 38/2024/TT-BYT stipulating the development, management, exploitation, and use of the Information System for the management of medical examination and treatment activities in Vietnam
On November 16, 2024, the Minister of Health of Vietnam issued Circular 38/2024/TT-BYT regulating the construction, management, exploitation, and utilization of the Information System for the management of medical examination and treatment activities.
Article 2 of Circular 38/2024/TT-BYT stipulates the principles for constructing, managing, exploiting, and utilizing the Information System for the management of medical examination and treatment activities as follows:
- The Information System for the management of medical examination and treatment activities is built, managed centrally, uniformly, and synchronously from the central to local levels.
- The Information System for the management of medical examination and treatment activities is developed and updated to provide full, accurate, and prompt information about medical examination and treatment activities, meeting the state management requirements for medical examination and treatment activities.
- The Information System for the management of medical examination and treatment activities is maintained to operate continuously, stably, seamlessly, and is stored long-term, meeting the exploitation and use needs of agencies, organizations, individuals according to legal regulations.
- The construction, updating, management, exploitation, and utilization of the Information System for the management of medical examination and treatment activities adhere to legal regulations on information technology, electronic transactions, network information security, cyber security, access to information; regulations on management, connection and sharing of data of state agencies; regulations on protection of personal data and privacy according to current regulations.
- Utilize identification codes issued by national databases and other specialized databases.

- Input information on medical examination and treatment activities according to the management forms of medical examination and treatment activities and input structured data or via an application programming interface (API).
- Construct dynamic reports combining various forms such as tables, diagrams, charts, and visual graphs.
- Public information page and updates information as regulated by the 2023 Law on Medical Examination and Treatment: operation license; evaluation results on the quality of medical examination and treatment facilities; working hours and list of practitioners, working time of each person at the facility; prices for medical examination, treatment services, care services, support upon request, and recommendations, preventive solutions for medical incidents.

Thus, the basic features of the Information System for the management of medical examination and treatment activities are as follows:
- Input information on medical examination and treatment activities according to the management forms of medical examination and treatment activities and input structured data or via an application programming interface (API).
- Construct dynamic reports combining various forms such as tables, diagrams, charts, and visual graphs.
- Public information page and updates information as regulated by the 2023 Law on Medical Examination and Treatment: operation license; evaluation results on the quality of medical examination and treatment facilities; working hours and list of practitioners, working time of each person at the facility; prices for medical examination, treatment services, care services, support upon request, and recommendations, preventive solutions for medical incidents.
- Manage discharge information of each outpatient case, inpatient, outpatient treatment, day treatment; allow calculation of morbidity rate, mortality rate, distribution of each disease group by age, gender, occupation, ethnicity, administrative location and calculate the morbidity index for each case.
- Manage the cause of death of cases dying at the medical examination and treatment facility, dying on the way to the medical examination and treatment facility, and manage information of severely ill patients opting to go home.
- Manage updates on license-related information of practitioners: professional scope; registration information and continuous medical knowledge update information.
- Manage updates on license-related information of medical examination and treatment facilities: information of the professional responsibility person, list of practitioners, list of trainees in medical examination and treatment, and information on professional activity scope, technical catalog, hospital bed scale.
- Manage the issuance of codes for medical examination and treatment facilities nationwide.
- Calculate the morbidity index for each medical examination and treatment facility.
- Account for costs of medical examination and treatment according to each type of service or each disease group at each medical examination and treatment facility.
- Manage inventory, depreciation of assets and medical equipment.
- Report statistics on medical examination and treatment activities by specialty, total treatment days and average treatment days, finances, manpower, pharmacy operations and drug use, nursing operations, rehabilitation and infection control.
- Manage evaluation results of the quality of medical examination and treatment facilities and evaluation results of the quality of examinations.
- Manage measurement results of patient satisfaction, relatives of patients and healthcare staff.
- Manage treatment protocols, technical procedures, and care procedures of each medical examination and treatment facility.
- Manage feedback on service quality of the medical examination and treatment facility.
- Manage registration and approval of technical catalogs.
- Manage intake, treatment of some specific diseases, monitor some dangerous epidemics.
- Interconnect data with other systems.
What are principles of medical examination and treatment in vietnam?
Based on Article 3 of the Law on Medical Examination and Treatment in 2023, the principles of medical examination and treatment in Vietnam are as follows:
- Respect, protect, treat equally, and do not discriminate against patients.
- Prioritize medical examination and treatment for cases of emergency, children under 6 years old, pregnant women, severely disabled persons, severely injured persons, persons 75 years and older, and those who contributed to the revolution, in accordance with the characteristics of the medical examination and treatment facility.
- Respect, cooperate, and protect practitioners and others performing duties at the medical examination and treatment facility.
- Perform promptly and comply with technical regulations and expertise.
- Adhere to professional ethical standards in the practice of medical examination and treatment as issued by the Minister of Health.
- Equality and fairness among medical examination and treatment facilities.
