Principles for Implementing Democracy in the Operations of Public Healthcare Facilities

Principles of practicing democracy in the activities of public health care units as stipulated in Article 3 of Circular 05/2021/TT-BYT. To be specific:

- The practice of democracy must comply with the provisions of the Constitution and the law; rights must be coupled with obligations and responsibilities; strict handling of acts that abuse democracy, violate the law, or infringe upon the lawful and legitimate rights and interests of public employees, workers, and patients.

- Ensure the leadership of the Communist Party Committee, the management of unit leaders, the active participation of mass organizations, members within the unit, and the coordination of patients and their legal representatives.

- Ensure the right to practice democracy for public employees, workers, patients, and their legal representatives; emphasize the role and responsibility of the unit head for implementing transparency in the unit's activities.
