Participation in the Militia: Is a Health Insurance Card Issued?
According to Article 3 of Decree 146/2018/ND-CP regarding groups for which the State budget covers, including:
Commune-level officials who have retired and are receiving monthly benefits from the State budget;
Individuals who have ceased receiving labor loss benefits and are currently receiving monthly benefits from the State budget;
Individuals who have made contributions to the revolution as stipulated in the Ordinance on Preferential Treatment for Individuals Who Have Made Contributions to the Revolution;
Veterans;
Individuals who participated in resistance wars and in the defense of the Nation;
Incumbent Members of the National Assembly and People's Council at all levels;
Children under 6 years old;

Thus, based on the above regulations, citizens performing obligations to participate in the Militia and Self-Defense Forces are not among the subjects for whom the State covers health insurance. Therefore, you are not eligible to receive a health insurance card.
