Official National Expanded Immunization Plan for 2025 Released
Has the Expanded Immunization Plan for 2025 been issued?
On July 11, 2024, the Ministry of Health issued Decision 1987/QD-BYT in 2024 regarding the Expanded Immunization Plan for 2024.
In subsection 4.1, Subsection 4, Section 2 of the Expanded Immunization Plan for 2025, issued with Decision 1987/QD-BYT in 2024, the targeted groups under the Expanded Immunization Program for 2025 include:
- Children under 1 year old: 1,352,419 children.
- Children aged 18 months: 1,261,528 children.
- Children aged 7 years: 1,493,152 children.
- Pregnant women: 1,236,995 individuals.
Additionally, to implement the Expanded Immunization Plan for 2025, the Ministry of Health has proposed the following deployment activities:
- Reviewing and developing regulations and guidelines on immunization work.
- Purchasing vaccines.
- Vaccine inspection.
- Receiving, storing, and transporting vaccines.
- Implementing the vaccine usage plan under the EIP to ensure safe immunization and maintain progress.
- Enhancing surveillance of vaccine-preventable diseases under the EIP.
- Improving immunization safety, monitoring post-vaccination reactions.
- Compensating for immunization.
- Organizing statistics and reporting immunization results.
- Information, education, communication, training, scientific research, monitoring, and evaluation.
- Reviewing the targets and determining the vaccine requirements for 2026.
- Managing and operating EIP activities.

What does the management of vaccination subjects include?
According to the provisions of Article 4 of Decree 104/2016/ND-CP, the management of vaccination subjects includes the following content:
- Full name, date of birth, and permanent address of the vaccination subjects.
- Name of the father or mother or guardian in case the vaccine recipient is a child.
- Vaccination history, medical history related to vaccination indications.
*Note: For cases where the vaccine recipient already has a citizen identification number, the following information does not need to be collected:
- Full name, date of birth, and permanent address of the vaccination subjects.
- Name of the father or mother or guardian in case the vaccine recipient is a child.
Additionally, the commune, ward, or commune-level town People's Committee is responsible for directing the Health Station to investigate and list the subjects subject to mandatory vaccination under the provisions of the Law on Prevention and Control of Infectious Diseases and notify them for vaccination according to the correct schedule and full doses. Simultaneously, the immunization facility is responsible for:
- Issuing and recording personal immunization records or electronic immunization records.
- Compiling the list of vaccinated subjects at the facility.
How is the immunization process carried out?
According to Article 5 of Decree 104/2016/ND-CP, the immunization process is carried out as follows:
[1] Immunization must follow these steps:
- Pre-immunization step: Screening and counseling for the vaccination subjects. In cases where the vaccine recipient is a child, the counseling is provided to the parent or guardian of the child.
- During immunization step: Carrying out the immunization as per the indications, ensuring safety.
- Post-immunization step: Monitoring the vaccinated person for at least 30 minutes after immunization and instructing the family or the vaccinated person to continue monitoring for at least 24 hours post-immunization.
[2] If a serious adverse event occurs during the immunization session, the head of the immunization facility is responsible for:
- Immediately halting the immunization session.
- Performing emergency treatment, diagnosing the cause of the serious adverse event; if beyond capacity, transferring the person with the serious adverse event to the nearest medical facility.
- Fully recording information related to the severe adverse event according to the regulations of the Minister of Health and reporting to the Department of Health within 24 hours from the time of the event.
[3] The medical facility receiving the case of a serious adverse event post-immunization must conduct emergency treatment, provide treatment, and report to the Department of Health within 24 hours from the time of receiving the person with the serious adverse event.
[4] In cases of severe adverse events post-immunization of vaccines outside the Expanded Immunization Program and preventive vaccination, the facility where the serious adverse event occurred must report to the Department of Health where the facility is located and conduct compensation according to the provisions of the civil law if there is fault causing the serious adverse event.
