Mandatory to wait 9 months before being allowed to change medical practice certificate, isn't it?
Article 25 of the Law on Medical Examination and Treatment 2009 stipulates:
- Practicing certificates are granted to individuals who meet the conditions stipulated in Article 18 or Article 19 of this Law.
2. Practicing certificates are issued once and are valid nationwide.
- The contents of the practicing certificate include:
a) Full name, date of birth, residential address, professional qualifications;
b) Form of practice;
c) Scope of professional activities.

Clause 1 Article 11 of Decree 155/2018/ND-CP stipulates:
Adjustment of the practicing certificate is issued when there are changes in the content of the practicing certificate, including:
- Supplementing the scope of professional activities in the practicing certificate when the practitioner requests an additional specialty different from the scope of professional activities already issued in the practicing certificate;
For specialized techniques in a different specialty from the specialty that the practitioner has been recorded in the practicing certificate, the practitioner may perform the technique after having a certificate or training certificate in that specialized technique issued by a legally recognized training facility and is permitted by the person responsible for the technical professional of the facility in writing, without needing to supplement the scope of professional activities recorded in the practicing certificate.
- Changing the scope of professional activities in the practicing certificate when the practitioner requests a change to a different specialty from the one issued in the practicing certificate.
Thus, the medical practice certificate is issued once and is valid nationwide. In the event that you previously had a medical practice certificate at an intermediate level and have now completed your university studies, you can proceed with the adjustment of the practicing certificate’s content immediately without having to wait 9 months, provided that all legal conditions (diplomas, practice time, etc.) are met.
The application dossier for adjusting the content of the practicing certificate is guided by Article 7 of Decree 109/2016/ND-CP.
