List of 15 basic medical service packages implemented by Commune Health Stations in Vietnam from December 19, 2024
On November 4, 2024, the Minister of Health issued Circular 30/2024/TT-BYT stipulating the list and content of basic healthcare service packages implemented by commune health stations (effective from December 19, 2024).
Article 2 of Circular 30/2024/TT-BYT specifies the list of 15 basic healthcare service packages implemented by commune health stations as follows:
(1) Child Healthcare Service Package
(2) Women's Healthcare Service Package
(3) Elderly Care Service Package
(4) Disabled Care Service Package
(5) Traditional Medicine Healthcare Service Package
(6) Non-communicable Disease Prevention and Control Service Package
(7) Infectious Disease and HIV/AIDS Prevention and Control Service Package
(8) Drug Addiction Identification Service Package
(9) Immunization Service Package
(10) Nutrition Service Package
(11) Food Safety Assurance Service Package
(12) Environmental Health, Accident Prevention, and Occupational Health Service Package
(13) Pre-marital Health Care, Population, and Family Planning Service Package
(14) Medical and Population Communication Service Package
(15) Information Technology Application Service Package
Note: The list and content of the basic healthcare service packages implemented by commune health stations will be updated and adjusted by the Ministry of Health of Vietnam according to practical requirements.

Is the Commune Health Station in Vietnam considered a medical examination and treatment facility?
According to Article 48 of the Law on Medical Examination and Treatment 2023 regarding the organizational forms of healthcare facilities:
Article 48. Organizational Forms of Healthcare Facilities
- The organizational forms of healthcare facilities include:
a) Hospital;
b) Medical station under the people’s armed forces;
c) Maternity home;
d) Clinic;
e) Traditional medicine treatment clinic;
f) Paraclinical service facility;
g) Commune health station;
h) Outpatient emergency facility;
i) Family medicine healthcare facility;
k) Other forms of organization of healthcare facilities as stipulated by the Government of Vietnam.

According to the above regulations, the commune health station is one of the organizational forms of a healthcare facility.
What basic information included in the Operating License of a Healthcare Facility in Vietnam?
According to Article 50 of the Law on Medical Examination and Treatment 2023 regarding the operating license of healthcare facilities:
Article 50. Operating License of Healthcare Facilities
- Each healthcare facility has one operating license without a defined period. If a healthcare facility operates at an additional location, each must have its own operating license.
2. The content of the operating license includes the following basic information:
a) Name of the healthcare facility;
b) Organizational form;
c) Operational address;
d) Scope of professional activities;
e) Daily working hours.
- Facilities applying for a new, re-issued, or adjusted operating license must pay fees in accordance with the law on fees, except when due to errors of the authority that issues the operating license.
- Within 5 working days from the issuance, re-issuance, or adjustment of the operating license, the competent authority must update the information regarding these changes on the Information System for the Management of Medical Examination and Treatment Activities.
- The Government of Vietnam provides detailed regulations on the cases, conditions, dossiers, and procedures for issuing, re-issuing, and adjusting operating licenses for each form of healthcare facility organization stipulated in Article 48 of this Law; it prescribes the form of the operating license and specific conditions for healthcare facilities under the people’s armed forces.
According to the above regulations, each healthcare facility has an operating license with no defined period. The basic information on the operating license includes:
- Name of the healthcare facility
- Organizational form
- Operational address
- Scope of professional activities
- Daily working hours
