Is Shipper Permitted to Deliver Goods According to Directive 12?

I have a question. Recently, Ho Chi Minh City implemented Directive 12 to strengthen COVID-19 prevention measures. Are shippers allowed to deliver goods? Because I want to buy some essential items.

Official Dispatch 2468/UBND-VX in 2021 (guiding Directive 12-CT/TU of 2021) on strengthening measures to implement social distancing across Ho Chi Minh City according to the spirit of Directive 16/CT-TTg as follows:

The permitted transportation types include:

- Waterway transportation (maritime, inland waterway), ferry terminals, the following waterway terminals (Can Gio - Can Giuoc, Can Thanh - Thanh An, Thanh An - Thieng Lieng); road transportation: official vehicles, types of transport vehicles with identifiable codes (QR codes) allowed to transport goods or passengers into, within, or through the city; cars, motorbikes of organizations and individuals belonging to state agencies (officials and public employees), armed forces, and for the purposes of epidemic prevention and control and other official duties.

- Vehicles designated to transport city residents back to their hometowns according to plan; vehicles to transport workers, experts for businesses implementing the "just isolated, just producing" plan.

- Taxis (licensed by the Department of Transport) transporting essential goods for supermarkets and transporting people to and from hospitals, medical centers, and in necessary cases.

- Technology motorbikes serving the transportation of essential goods (must ensure epidemic prevention requirements - implement 5K) registered by the business to operate during the social distancing period.

- Vehicles transporting medical staff, medical personnel, epidemic prevention workers, people who have completed medical isolation at concentrated isolation areas, COVID-19 patients, people discharged from COVID-19 treatment hospitals back to their residences (licensed to operate or with transportation permits from the City Military Command, Department of Health, hospitals, medical facilities).

Thus, according to the guidance of Official Dispatch 2468, technology shippers are only allowed to deliver essential goods and must be registered by the enterprise to operate during the social distancing period. Therefore, you can still order essential goods. Shippers delivering non-essential goods will be penalized according to regulations.
