Is it Possible to Reissue a Birth Certificate Without a National ID?
According to Point b Clause 3 Article 2 Circular 17/2012/TT-BYT stipulating the procedures for reissuing a Birth Certificate as follows:
In the case of loss, tear, or damage of the Birth Certificate: the child's father, mother, or relative must submit a Reissue Request Form for the Birth Certificate using the form stipulated in Appendix 03 issued together with this Circular, with a confirmation from the Head of the residential neighborhood or village head about the child’s birth and current residence in the local area to the medical facility where the Birth Certificate was originally issued.
Within 02 working days from the date of receipt of the request form, the medical facility is responsible for reissuing a new Birth Certificate as in the case of an issuance mistake. In cases where verification is needed, the verification period should not exceed 03 working days.
Based on the above regulation, the dossier for reissuing the birth certificate includes a Reissue Request Form for the Birth Certificate (with confirmation from the Head of the residential neighborhood) submitted to the medical facility where the Birth Certificate was previously issued. Therefore, if you currently lose your ID card, you can still request the reissue of the Birth Certificate.
