Is it permissible to affix a photo onto the Health Insurance Card by oneself?
According to Section 4.1b, Article 4 of Official Dispatch 4996/BHXH-CSYT in 2018, regarding procedures for health insurance medical examinations and treatment in certain cases, as follows:
In the case of a health insurance card with a photo:
While waiting for the instructions on issuing electronic health insurance cards, the Social Insurance Agency guides participants to submit 02 photos (size 2x3cm), 01 of which is to be affixed at the specified position on the health insurance card (bearing a small embossed seal overlapping between the Social Insurance Agency and the health insurance card); the other photo is to be kept with the application file for issuing the health insurance card (only applicable when the health insurance participant does not have the documents mentioned at Point a, Section above).
According to this regulation, the position for affixing the photo on the health insurance card must have a small embossed seal overlapping between the Social Insurance Agency and the health insurance card. This means that this photo will be affixed and sealed by the Social Insurance Agency.
Therefore, your parents are not allowed to affix the photo on the health insurance card on their own.
