According to Section 1, Appendix 1, the standards for health classification by physical strength (Table 1) issued together with Joint Circular 16/2016/TTLT-BYT-BQP:

For male Vietnamese citizens, standing height >=163cm, weight >=51kg, and chest circumference of 81cm will be classified as health type 1.

However, if you are overly underweight, the BMI index will be considered.

Point a, Clause 4, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP stipulates:

Health classification shall follow the scores of 8 criteria recorded on the pre-enlistment check-up sheet to classify health. To be specific:

- Type 1: All 8 criteria score 1;

- Type 2: At least 1 criterion scores 2;

- Type 3: At least 1 criterion scores 3;

Thus, if your remaining criteria score 1, your health will also be classified as type 1.

Under Point a Clause 3 Article 4 Circular 148/2018/TT-BQP on health requirements for drafting in Vietnam:

Draft citizens with health types 1, 2, and 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for a pre-enlistment check-up.

Therefore, if your chest circumference is >=81cm and 7 of your criteria score 1, your health will also be classified as type 1 and you are eligible for conscription in Vietnam. Additionally, if one of your 8 criteria scores 2 or one of the 8 criteria scores 3, you are still eligible for conscription.

Is a Vietnamese citizen with a BMI of 31 eligible for conscription?

In Section IV, Appendix 1, Classification of Health Based on Physical Fitness and Diseases, Joint Circular 16/2016/TTLT-BYT-BQP stipulates:

The BMI (Body Mass Index) is the body mass index that evaluates the correlation between height and weight:

The BMI is considered in cases that meet physical standards but have an imbalance between height and weight: individuals with a BMI ≥ 30 are not accepted.

Therefore, if your BMI is 31, you will not be eligible for conscription.
