How to Record the Place of Birth on the Birth Certificate for a Child Born in a Car on the Way to the Hospital?

Section 3 Article 21 of Circular 15/2015/TT-BTP stipulates the recording of birth certificates as follows:

“3. The "Place of Birth" section is recorded as follows:

a) In cases where the child is born at a hospital, maternity home, medical station, or medical examination and treatment facility (hereinafter collectively referred to as the medical facility), record the name of that medical facility and the administrative location where the medical facility is situated.

Example:- Duc Giang General Hospital, Duc Giang Ward, Long Bien District, Hanoi City.- Dinh Bang Commune Medical Station, Tu Son District, Bac Ninh Province.- Maternity Hospital, Hanoi.

b) In cases where the child is born outside the medical facilities specified in point a of this section, including being born at home, in a vehicle, on the way, or at another location, the "Place of Birth" is recorded according to the actual administrative location where the child was born (record the administrative location of all three levels).Example:- Dinh Bang Commune, Tu Son District, Bac Ninh Province.

c) In cases where the child is born abroad, the "Place of Birth" is recorded according to the city and country where the child was born; if the child is born in a federal country, the name of the city, the state, and the country should be recorded.

Example:- Paris, France.- London, United Kingdom.- Los Angeles, California, USA.”

Thus, in the case where a child is born in a vehicle on the way to the hospital, the "Place of Birth" is recorded according to the actual administrative location where the child was born (record the administrative location of all three levels).Example:- Dinh Bang Commune, Tu Son District, Bac Ninh Province.
