How long does a doctor in Vietnam have to practice before his/her practising license is revoked?
Pursuant to Article 35 of the Law on Medical Examination and Treatment in 2023 stipulating revocation or withdrawal of practising licenses:
Revocation or withdrawal of practising licenses
1. A practising license shall be revoked if:
a) the application package for award of that practising license fails to meet regulations;
b) there is any fraudulent document enclosed in the application package for issuance of the practising license;
c) the professional title or the scope of practice printed in that practising license is different from those stated in the application package for issuance of the practising license;
d) the medical practitioner holding the practising license has not practiced medicine for 24 consecutive months, except when he/she takes a medical training course;
d) the medical practitioner is subject to prohibition of practice of medicine as defined in clause 1,2, 3, 4 and 6 of Article 20 herein;
e) the Expert Panel defined in Article 101 herein establishes that the medical practitioner holding that practising license has committed an error related to his/her professional and technical expertise in healthcare to the extent of incurring the sanction of revocation or withdrawal of his/her practising license;
g) the Expert Panel defined in Article 101 herein establishes that the medical practitioner holding that practising license has committed an error related to his/her professional and technical expertise in healthcare for the second time to the extent of incurring the sanction of suspension of his/her practice of medicine;
h) the competent state agency establishes that the medical practitioner holding that practising license has violated professional ethics to the extent of incurring the sanction of suspension of his/her practice of medicine within the validity period of that practising license;
i) that practising license is revoked or withdrawn at the request of the medical practitioner holding it;
k) other circumstances regulated by the Government after being presented to the National Assembly’s Standing Committee.
2. After his/her practising license is revoked or withdrawn, the medical practitioner who wishes to carry on his/her practice of medicine shall be required to apply for a new practising license to be issued in accordance with point c of clause 1 of Article 30 herein, or apply for another practising license to be re-issued in accordance with point c of clause 1 of Article 31 herein.
3. The Government shall elaborate on this Article.
As regulated above, a doctor shall have his/her practising license revoked if he/she has not practiced medicine for 24 consecutive months, except when he/she takes a medical training course.

What is the required duration of practicing as a medical intern for a doctor in Vietnam?
Pursuant to Article 3 of the Decree 96/2023/ND-CP stipulating duration and contents of medical internship required for issuance of practicing license:
Duration and contents of medical internship required for issuance of practicing license
1. The required duration of practicing as a medical intern for a doctor is 12 months, including:
a) The duration for practicing medical examination and treatment is 09 months; and
b) The duration for practicing resuscitation in emergency care medicine is 03 months.
2. The required duration of practicing as a medical intern for a physician assistant is 09 months, including:
a) The duration for practicing medical examination and treatment is 06 months; and
b) The duration for practicing resuscitation in emergency care medicine is 03 months.
3. The required duration of practicing as a medical intern for a nurse, midwife or medical technician is 06 months, including:
a) The duration for practicing medical examination and treatment is 05 months; and
b) The duration for practicing resuscitation in emergency care medicine is 01 month.
4. The required duration of practicing as a medical intern for a clinical nutritionist is 06 months.
5. The required duration of practicing as a medical intern for an out-of-hospital paramedic is 06 months, including:
a) The duration for practicing out-of-hospital emergency care is 03 months; and
b) The duration for practicing resuscitation in emergency care medicine is 03 months.
6. The required duration of practicing as a medical intern for a clinical psychologist is 09 months.
7. Instructions about regulations of law on medical examination and treatment, professional regulations, code of ethics, patient safety, communication skills and behavior of medical practitioners shall be also given during the internship.
8. Based on the scope of practice prescribed by the Minister of Health of Vietnam and in clause 1 through 7 of this Article, the health facility accepting medical interns (hereinafter referred to as “instructing facility”) shall compile specific contents of medical internship appropriate to each professional title for which it accepts medical interns.

- The duration for practicing medical examination and treatment is 09 months; and
- The duration for practicing resuscitation in emergency care medicine is 03 months.
What are cases of re-issuance of practising licenses in Vietnam?
Pursuant to Article 31 of the Law on Medical Examination and Treatment in 2023 stipulating cases of re-issuance of practising licenses in Vietnam:
- It is lost or damaged;
- There is any change in the following information:
+ Full name;
+ Date of birth;
+ Personal identification number for Vietnamese practitioners;
+ Passport number and nationality for foreign practitioners;
- There is one of following errors:
+ Full name;
+ Date of birth;
+ Personal identification number for Vietnamese practitioners;
+ Passport number and nationality for foreign practitioners;
+ Professional title;
+ Scope of practice;
+ Validity period or expiry date of the practicing license.
- The person whose practising license is revoked meets the Government’s regulations on re-issuance of practising licenses;
- It is issued ultra vires;
- Other circumstances specified in the Government’s regulations arise.
