Pursuant to Article 15 Guidance on organizing the implementation of prenatal and neonatal screening, diagnosis and treatment is issued according to Decision 1807/2020/QD-BYT stipulating guidance on organizing implementation of screening, diagnosis, and prenatal and neonatal treatment at the district level is prescribed as follows:
Medical Center (Population Department/Department of Population; Department of Reproductive Health)/Population and Family Planning Center; The district general hospital has the following tasks:
1. Organize and carry out propaganda, advocacy, education and consulting activities on prenatal and neonatal screening, diagnosis and treatment within the district;
2. Perform ultrasound techniques and routine prenatal screening tests to detect signs of risk, abnormalities in fetal morphology and structure for referral to higher levels;
3. Take blood samples from newborns to transfer to medical examination and treatment facilities to perform screening tests for metabolic disorders and endocrine and genetic diseases according to regulations;
4. Direct, supervise and provide technical support to the commune level;
5. Statistics, synthesis, and reporting according to regulations.

Pursuant to Article 16 Guidance on organizing the implementation of prenatal and neonatal screening, diagnosis and treatment is issued according to Decision 1807/2020/QD-BYT providing guidance on organizing implementation of screening, diagnosis, and prenatal and neonatal treatment at the commune level is regulated as follows:
1. The commune health station has the following tasks:
a) Carry out propaganda, advocacy, education and consulting activities on prenatal and neonatal screening, diagnosis and treatment in the community;
b) Detect pregnant women at risk, advise on screening, diagnosis, treatment, and guide referrals to perform prenatal screening techniques;
c) Screen and detect pregnant women at high risk of genetic diseases;
d) Manage and care for high-risk pregnant women as directed by superiors;
d) Take blood samples from the newborn's heels to transfer to facilities to perform screening tests for congenital hypothyroidism, congenital adrenal hyperplasia, G6PD deficiency, and some congenital metabolic disorders. production of amino acids, organic acids, fatty acid oxidation, lysosomal storage diseases and other genetic diseases as prescribed;
e) Manage and care high-risk cases of endocrine, metabolic and congenital genetic diseases after newborn screening;
g) Statistics, synthesis, reporting;
h) Implement other prenatal and newborn screening techniques as prescribed.
2. Population Collaborators have the following tasks:
a) Carry out propaganda and advocacy activities about the benefits of screening, diagnosis, and prenatal and neonatal treatment in the community; Focus on direct communication with pregnant women and mobilize them to participate in screening, diagnosis, and prenatal and neonatal treatment programs;
b) Monitor and manage pregnant women according to functions and duties; focus on pregnant women at risk;
c) Monitor and manage newborns diagnosed with congenital genetic and metabolic diseases.
