Do poor people on dialysis in Vietnam receive support? What support will dialysis patients in Vietnam receive?

I have a family member on dialysis, but he is poor. He does not also have a health insurance card. They are now unable to pay for the hospital bill. I would like to ask if people on dialysis with difficult circumstances are eligible for any support. What are the support for them?

Accordign to Clause 1 Article 1 of Decision 14/2012/QD-TTg, it is stipulated as follows:

Article 2. Beneficiaries of the support for medical examination and treatment under this Decision include:

1. People belonging to poor households according to the current regulations of the Prime Minister on the poverty line.

2. Ethnic minorities living in communes, wards, and towns in difficult areas according to the regulations of Decision No. 30/2007/QD-TTg dated March 5, 2007 of the Prime Minister.

3. People who are eligible to receive monthly social assistance according to the law and those who are being raised in state social protection facilities.

4. People with cancer, dialysis, heart surgery, or other diseases with high costs that are not able to afford the hospital bill.

According to the current regulations, person on dialysis but having difficulty in costs leading to not being able to afford the hospital bill is still a case eligible for dialysis support.

What support will dialysis patients in Vietnam receive?

According to Clause 3 Article 1 of Decision 14/2012/QD-TTg, it is stipulated as follows:

Article 4. Support regimes

The Chairman of the People's Committee of each province is responsible for organizing, managing, and using the Fund for Medical Examination and Treatment for the Poor according to the following regulations:

1. Support for food for the subjects under Clause 1 and 2 of Article 2 of Decision No. 139/2002/QD-TTg when hospitalized at state-owned medical facilities from district level and above with a minimum of 3% of the minimum wage/patient/day.

2. Support for travel costs from home to hospital, from hospital to home, and transfer hospital for the subjects under Clause 1 and 2 of Article 2 of Decision No. 139/2002/QD-TTg when hospitalized at state-owned medical facilities from district level and above, emergency cases, death, or very serious diseases and the family has the desire to take them home but is not supported by health insurance.

a) In case of using the transportation of the state medical facility: Pay the transportation costs both ways for the medical facility transferring the patient at the rate of 0.2 liters of gasoline/km according to the distance of transportation and the gasoline price at the time of use and other bridge, ferry, and other road tolls (if any). If there are more than one patient being transported on the same vehicle, the payment rate is only calculated as for transporting one patient.

b) In case of not using the transportation of the state medical facility: Pay the transportation costs one way for the patient at the rate of 0.2 liters of gasoline/km for one way calculated according to the distance of transportation and the gasoline price at the time of use. The medical facility that designates the patient to be transferred pays the transportation costs for the patient, and then pays with the Fund for Medical Examination and Treatment for the Poor.

3. Support a portion of the cost of medical examination and treatment of health insurance that the subjects specified in Clause 1, 2, and 3 of Article 2 of Decision No. 139/2002/QD-TTg must share according to the provisions of the Health Insurance Law and the implementing documents of the Law for the portion that the patient must share from 100,000 VND onwards.

4. Support payment of a portion of the cost of medical examination and treatment of the subjects specified in Clause 4 of Article 2 of Decision No. 139/2002/QD-TTg for the portion that the patient must pay to the state-owned medical facility from 1 million VND onwards for one treatment session in case of not having health insurance; if having health insurance, support as Clause 3 Article 4 Decision No. 139/2002/QD-TTg.

5. In case the patient chooses the medical examination and treatment facility (contralateral, beyond the route) or medical examination and treatment according to request, the payment of the cost of medical examination and treatment is carried out according to the current regulations.
