Do Physician Assistants of Rank IV Require a Professional Training Certificate?
Clause 2, Clause 3 Article 10 of the Joint Circular 10/2015/TTLT-BYT-BNV stipulates the standards for Physician (Grade IV) - Code: V.08.03.07 as follows:
* Standards on Training and Education:
- Graduated as a physician at an intermediate level;
- Proficient in a foreign language at level 1 (A1) or higher as stipulated in Circular 01/2014/TT-BGDDT dated January 24, 2014, by the Ministry of Education and Training, which promulgates the 6-level framework of foreign language proficiency for Vietnam, or possess a certificate in a minority language if the job position requires the use of a minority language;
- Proficient in information technology with basic skills as stipulated in Circular 03/2014/TT-BTTTT dated March 11, 2014, by the Ministry of Information and Communications, which regulates the standard skills for using information technology.
* Standards on Professional Competence:
- Understanding the perspectives, policies, and guidelines of the Communist Party and the laws of the State regarding health care and the improvement of public health;
- Identifying common pathological symptoms and factors affecting community health;
- Detecting, intervening, and preventing factors that impact community health;
- Proficient in organizing, implementing, and monitoring the contents of primary health care, health management, and occupational disease management;
- Skilled in organizing, implementing, and evaluating the activities of health projects and national target programs;
- Capable of cooperation and teamwork, working with other departments and organizations to perform tasks.
Thus, according to the above regulations, there is no requirement for a professional training certificate for Grade IV physicians.
