Contents Required for Initial Health Examination of Persons Infected with HIV
Article 5 of Circular 28/2018/TT-BYT, stipulating the management of treatment for HIV-infected individuals and those exposed to HIV at medical facilities issued by the Minister of Health, effective from January 1, 2019, outlines the contents to be implemented for individuals newly diagnosed with HIV as follows:
Verify and compare the patient's personal information on the confirmed HIV positive test result form with the information on the patient's personal identification documents. For children under 18 months, compare personal information on the HIV positive test result form using molecular biology techniques with information on the child's birth certificate or birth record.
Conduct a medical examination, assess clinical and immune status, provide treatment counseling, and manage according to the regulations in the Guideline for HIV/AIDS Treatment and Care after verifying the patient's personal information.
Prepare for HIV antiretroviral drug treatment as stipulated in the Guideline for HIV/AIDS Treatment and Care. Initiate antiretroviral drug treatment as soon as the HIV-infected individual is ready for treatment.
Prescribe antiretroviral drugs in accordance with Clause 2, Article 3 of this Circular.
Dispense antiretroviral drugs as stipulated in Clauses 3, 4, 5, and 6 of Article 4 of this Circular with a maximum supply for 30 days.
Schedule a follow-up appointment at the antiretroviral treatment facility (hereinafter referred to as the treatment facility) after 2 - 4 weeks or in case of any abnormal issues. Record the follow-up appointment schedule in the Outpatient Record and the Health Record Book or the Medical Book (hereinafter collectively referred to as the Medical Book).
Complete the outpatient treatment record in accordance with Appendix No. 01 issued with this Circular. Keep the original or a legally certified copy of the confirmed HIV positive result form or the HIV positive test result form using molecular biology techniques for children under 18 months in the medical record.
