Encouraging the Sustained Maintenance of the Replacement Fertility Rate in Provinces with High Fertility Levels

a) Collective:
- A village that achieves 03 consecutive years with no third child born or more is recommended for a commendation by the Commune People's Committee, accompanied by monetary or material support.
- A village that achieves 05 consecutive years with no third child born or more is recommended for a commendation by the District People's Committee, accompanied by monetary or material incentives and support.
- A commune that achieves 03 consecutive years with no third child born or more is recommended for a commendation by the District People's Committee, accompanied by monetary or material support.
- Communes in mountainous regions, border areas, islands, ethnic minority areas, and regions with difficulties and special difficulties, and communes with high fertility rates that achieve 01 year with no third child born or more are recommended for a commendation by the District People's Committee, accompanied by monetary or material support.
- A commune that achieves 05 consecutive years with no third child born or more is recommended for a commendation by the Provincial People's Committee, accompanied by monetary or material support.
b) Individual:
- Women of reproductive age who have already had 02 (two) children and voluntarily use long-term contraception methods (sterilization, intrauterine devices, contraceptive implants) are encouraged and supported with monetary or material incentives.
- Population collaborators and village health workers who meet and exceed targets for encouraging women of reproductive age, who already have 02 (two) children, to voluntarily use long-term contraception methods are encouraged and supported with monetary or material incentives.
