Conditions for issuance of testing practice certificates in Vietnam
I am a general practitioner without a certificate to practice testing. I have worked in the testing division for 24 months. So can I get a license to practice in the field of testing? Thank you very much!
According to Clause 1, Article 24 of the 2009 Law on Medical Examination and Treatment regulating the practice period at medical examination and treatment establishments to issue a practice certificate:
- 18 months at hospitals or research institutes with patient beds (below referred to as hospitals), for medical doctors:
- 12 months at hospitals, for assistant doctors:
- 9 months at hospitals with obstetrics wards or obstetrics clinics, for midwives:
- 9 months at medical examination and treatment establishments, for nurses and technicians.
Thus, when issuing a certificate to practice testing, there must be a period of practice at a medical examination and treatment establishments for 9 months.
On the other hand, Clause 2, Article 5 of Decree 109/2016/ND-CP stipulates copy of qualifications suitable for the practice scope applying for the practice certificate as follows:
A valid copy of qualifications suitable for the practice scope applying for the practice certificate. To be specific:
- A medical degree;
- A bachelor’s degree in medicine issued by a foreign authority and recognized by the Ministry of Education and Training to be equal to a university’s degree enclosed with the certificate of completion of an additional professional course which lasts at least 12 months and lawfully held by a Vietnamese training institution according to regulations of the Minister of Health. The combination of such documents is equal to a medical certificate; their owner shall be issued with a practice certificate with doctor’s title;
- A bachelor’s degree in chemistry, biology or pharmacy of university level enclosed with a certificate of completion of a medical training in testing which lasts at least 3 months or a certificate of post-graduated education in testing;
- A certificate of traditional medicine practitioner or a certificate of owner of herbal remedies or treatment methods issued by the Minister of Health or the Director of a Department of Health.
If any of such qualification is lost, a certificate of graduation or a valid copy of the replacing document of the certificate of graduation issued by the issuer of such qualification shall be presented.
Other conditions for issuance of professional practice certificates are as follows:
- Have a certificate of good health to practice medical examination and treatment.
- Not in the case of being banned from practicing or doing work related to medical or pharmaceutical expertise according to a court judgment or decision; are being prosecuted for criminal liability; are serving a criminal sentence, a criminal court decision or a decision to apply administrative measures such as being sent to an educational facility or medical treatment facility; are currently being disciplined in the form of a warning or higher related to medical examination and treatment expertise; loss or limitation of civil act capacity.
Above are the conditions for issuance of certificates to practice testing.
