Composition of the Emulation and Commendation Council at the grassroots level in the Health Sector units
Article 41 Circular 38/2018/TT-BYT stipulates the Composition of the Emulation and Commendation Councils at various levels as follows:
The Emulation and Commendation Council of the Ministry of Health shall have no more than 17 members as follows:a) Chairman of the Council: Minister of Health;
b) 02 Vice Presidents of the Council: Deputy Minister in charge of emulation and commendation, Director of the Department of Communication and Emulation and Commendation (Standing Vice Chairman);
c) Council Members include the heads of the following agencies and organizations: Chief Inspectorate of the Ministry, Office of the Ministry, Department of Personnel Organization, Department of Legal Affairs, Department of Science, Technology, and Training, Chairman of the Vietnam Health Trade Union, and other members as decided by the Minister of Health;
d) Duties and powers of the Council as prescribed in Clause 3, Article 62 of Decree No. 91/2017/ND-CP and the Decision of the Minister on the establishment of the Council. The working regulations of the Council shall be issued by the Minister of Health.
The Emulation and Commendation Council of the Ministry of Health's Agency shall have no more than 11 members as follows:
a) Chairman of the Council: Deputy Minister in charge of the Office of the Ministry;
b) 02 Vice Presidents of the Council: Chief of the Office of the Ministry (Standing Vice Chairman) and a leader of the Department of Communication and Emulation and Commendation;
c) Council Members include the leaders of the following units: Chief Inspectorate of the Ministry, Department of Personnel Organization, Department of Legal Affairs, Department of Science, Technology, and Training, Trade Union of the Ministry of Health's Agency, and other members as decided by the Minister of Health;
d) Duties and powers of the Council:
- Assisting the head of the unit: organizing emulation movements; inspecting the implementation of guidelines and legal policies on emulation and commendation within their authority; deciding on awarding emulation titles and commendation forms within their authority or submitting to competent authorities for commendation; periodically evaluating, summarizing, and reviewing the work of emulation and commendation; proposing and recommending guidelines and measures to promote the work of emulation and commendation;
- Selecting collectives and individuals with outstanding achievements in patriotic emulation movements, proposing the Minister of Health to consider and decide on recognizing emulation titles and commendation forms or submitting to competent authorities for commendation.
The Emulation and Commendation Council at the grassroots level in agencies and organizations shall have 05 to 11 members, the number of members of the Council shall be determined by the Chairman of the Council based on the number of employees of the agency or organization as follows:
a) Chairman of the Council: head of the agency, organization;
b) 01 Vice President of the Council is the head of the unit in charge of emulation and commendation work of the agency, organization. If necessary, an additional Vice President of the Council may be appointed by the head of the agency, organization;
c) Council Members include the leaders of the units as decided by the head of the agency, organization;
d) Duties and powers of the Council shall be implemented according to the working regulations issued by the head of the agency, organization.
