Chairman of the Communal People's Committee Has the Authority to Fine Individuals for Not Wearing Masks Against COVID?
According to Point a, Clause 1, Article 12 of Decree 117/2020/ND-CP, which stipulates the penalty levels for violations related to the application of anti-epidemic measures, fines range from VND 1,000,000 to VND 3,000,000 for the following act:

Fines up to VND 3,000,000 for administrative violations in population control; up to VND 5,000,000 for administrative violations in preventive medicine, HIV/AIDS prevention and control, health insurance, medical examination and treatment, pharmaceuticals, cosmetics, and medical equipment;
Thus, the Chairman of the Commune People's Committee has the authority to impose fines up to VND 5,000,000 for administrative violations related to healthcare and HIV/AIDS prevention and control. Therefore, failing to implement personal protective measures (not wearing masks) can incur fines ranging from VND 1,000,000 to VND 3,000,000. Consequently, in the case of your aunt, the Chairman of the Commune People's Committee has the authority to impose sanctions for the act of not wearing a mask.
