Can Someone Who Had Hernia Surgery More Than 2 Years Ago Participate in Military Service?
Based on Appendix 1 Classification of Health according to Physical Strength and Illnesses issued with Joint Circular 16/2016/TTLT-BYT-BQP, it is stipulated:
- Various types of inguinal hernia:
- Successfully operated and stable for over 1 year: 2 points
According to Clause 4, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP, the classification of health for citizens participating in the military health examination is based on the points awarded for 8 criteria recorded in the military service health card. Specifically:
- Type 1: All 8 criteria achieve 1 point;- Type 2: At least 1 criterion receives 2 points;- Type 3: At least 1 criterion receives 3 points;- Type 4: At least 1 criterion receives 4 points;- Type 5: At least 1 criterion receives 5 points;- Type 6: At least 1 criterion receives 6 points.
Thus, in the case of having undergone a successful inguinal hernia operation, stable for over 2 years, the health will be classified as Type 2.
And Point a, Clause 3, Article 4 of Circular 148/2018/TT-BQP stipulates health standards for military enlistment as follows:
Selecting citizens with health types 1, 2, 3 as per the regulations in Joint Circular 16/2016/TTLT-BYT-BQP dated June 30, 2016, of the Minister of Health - Minister of National Defense on health examination for military service.
From the above regulations, it is evident that in the case of having undergone a successful inguinal hernia operation, stable for over two years and determined to have health type 2, one may still be required to participate in military service.
