Can nurses certify their practice duration at the healthcare station in Vietnam?

Based on Article 24 of the Law on Medical Examination and Treatment 2009, which regulates the certification of the practice duration:

1. Before obtaining a medical practice certificate, holders of professional diplomas in health granted or recognized in Vietnam must practice at the following medical examination and treatment establishments for:

a/ 18 months at hospitals or research institutes with patient beds (below referred to as hospitals), for medical doctors:

b/ 12 months at hospitals, for assistant doctors:

c/ 9 months at hospitals with obstetrics wards or obstetrics clinics, for midwives:

d/ 9 months at medical examination and treatment establishments, for nurses and technicians.

2. Heads of medical examination and treatment establishments shall certify in writing the practice duration and professional capacity and ethics for practitioners at their establishments.

According to Clause 7 of Article 2 of the Law on Medical Examination and Treatment 2009, medical examination and treatment establishment means a fixed or mobile establishment possessing an operation license and providing medical examination and treatment services.

The duties of the commune healthcare stations are regulated in Clause 3 of Article 2 of Decree 117/2014/ND-CP on commune health, ward, and town health as follows:

3. Commune-level healthcare stations have the following duties:

a) Perform specialized operations concerning preventive medicine, medical examination and treatment, use of traditional medicine in medical treatment and preventive healthcare; reproductive healthcare; provision of essential medicines; community health management; and health education according to guidelines from supervisory authorities and regulations of laws;

b) Provide professional and operational guidelines for village health workers;

c) Cooperate with relevant regulatory bodies in population and family planning within their communes;

d) Inspect private healthcare practice and pharmacy practice and services that might affect the health of people in their communes;

dd) Operate as standing units of commune-level healthcare commissions for protection, maintenance and improvement of health of people in their communes;

e) Perform other tasks assigned by directors of district-level healthcare centers and Chairpersons of commune-level People’s Committees.

Therefore, according to the current regulations in Vietnam, nurses need to practice at medical examination and treatment establishments for 09 months in order to obtain a medical practice certificate. Since the medical station is responsible for medical examination and treatment, practicing at the healthcare station is entirely possible.

What are conditions for the internship instructors in Vietnam? 

According to Clause 3 of Article 16 of Decree 109/2016/ND-CP on organization of internship, any internship instructors shall satisfy the following requirements:

a) Having a practice certificate;

b) Having practice scope suitable for the qualification of the intern, having training level equivalent to or higher than that of the intern and having practiced healthcare for at least 3 consecutive years.

Therefore, your internship instructor must meet the above-mentioned conditions.
