Can an Individual's Health Insurance Number Remain Unchanged?
At Article 2 of Decision No. 1351/QD-BHXH of 2015, regulations regarding the structure of the health insurance card code are as follows:
The health insurance card code consists of 15 characters, divided into 04 sections.

The first two characters (Section 1): are represented by letters (according to the Latin alphabet), indicating the beneficiary category. In the case a person belongs to several different beneficiary categories, the beneficiary code on the health insurance card is the one for the first identified beneficiary in accordance with Clause 7, Article 1 of the Amended and Supplemented Law on Health Insurance.
The next character (Section 2): is represented by a number (in the order from 1 to 5) indicating the benefit level. In the case a person belongs to several beneficiary categories, the benefit level recorded on the health insurance card is the highest benefit level.
The next two characters (Section 3): are represented by a number (from 01 to 99) indicating the province or city directly under the central government where the health insurance card is issued (according to the provincial codes issued with Decision No. 124/2004/QD-TTg on July 08, 2004, by the Prime Minister of the Government of Vietnam regarding the issuance of the list and codes of the administrative units of Vietnam and Official Dispatch No. 628/TCTK-PPCD on August 06, 2009, by the General Statistics Office regarding the notification of new administrative codes). The code for the Social Insurance of the Ministry of National Defense is represented by the number 97, and the Social Insurance of the People’s Public Security is represented by the number 98.
The last ten characters (Section 4): are the personal identification number of the person participating in Social Insurance and Health Insurance, stipulated in Decision No. 1263/QD-BHXH on November 21, 2014, by the Director-General of Vietnam Social Security regarding the issuance and regulated management, use system of the unified catalog, and the insurance sector’s report criteria.
=> Thus, according to the above regulations, the last 10 digits of the health insurance number remain unchanged over time. However, the first 5 digits of a person's health insurance number may change over time. Therefore, the assertion that a person's health insurance number does not change is incorrect.
