Can an Individual with a Neck Mole Serve in the Military?
Based on Section II, Appendix 1 Classification of Health by Physical Strength and Disease (Promulgated together with Inter-Ministerial Circular 16/2016/TTLT-BYT-BQP), it is stipulated:
Congenital skin defects, various types of birthmarks: Area from 10 - 20cm^2^ not on the face - neck area, or area from 3 - 4cm^2^ on the face - neck area: Point 3.
According to the provisions at Clause 4, Article 9 of Inter-Ministerial Circular 16/2016/TTLT-BYT-BQP, the classification of health for citizens participating in military service health examinations is based on the points awarded for 8 criteria recorded in the military service health examination form. Specifically:
- Type 1: All 8 criteria achieve point 1;
- Type 2: At least 1 criterion receives point 2;
- Type 3: At least 1 criterion receives point 3;
- Type 4: At least 1 criterion receives point 4;
- Type 5: At least 1 criterion receives point 5;
- Type 6: At least 1 criterion receives point 6.
Therefore, your case with a birthmark on the neck area covering approximately 3.5cm² will have health classified as Type 3.
And Point a, Clause 3, Article 4 of Circular 148/2018/TT-BQP stipulates health standards for military recruitment as follows:
Recruit the citizens with health classified as Type 1, 2, or 3 according to the provisions of Inter-Ministerial Circular 16/2016/TTLT-BYT-BQP dated June 30, 2016, of the Minister of Health - Minister of National Defense stipulating the health examination for military service.
From the above bases, it shows that your case can still be selected to participate in performing military service.
