Can a retired individual be considered for the title of People's Doctor in Vietnam?

Pursuant to Article 7 of the Decree 41/2015/NĐ-CP, the title of “People’s Doctor” and “Merited Doctor” shall be considered for individuals who have changed their working units, are retired, or are currently working as lecturers as follows:

In case of changing working units, having retired, or currently doing teaching work, but at the working unit or the place of residence, the conditions for setting up a Council are not met, the individual shall request consideration for donation according to the following provisions:

1. Individuals who transfer to a working unit may be considered for donation at the unit directly to work as a medical professional or manager before moving on to another job.

2. Individuals who have retired but not more than three years from the time of retirement without performing professional and technical activities in health are proposed to be considered for donation at the working unit before retirement.

3. In case an individual works in clinical, subclinical teaching, epidemic and disease prevention at many different practice establishments, he/she may be considered for donation at the facility with the longest practice period.

4. In case individuals do clinical, subclinical teaching, epidemic and disease prevention at practice establishments, they must have the certification of the practice establishments and be requested for consideration and donation at the units currently working.

Therefore, if you personally have retired but not more than 03 years from the time of retirement without performing professional and technical activities in health, you are proposed to consider donating at the working unit before retirement.

What are levels of the awarding committee in Vietnam?

Pursuant to Article 11 of the Decree 41/2015/NĐ-CP stipulating tasks, working principles, composition of the Council to consider and award the title of "People's Doctor", "Merited Doctor" as follows:

1. The Council for consideration and award of titles is established at 3 levels:

a) Grassroots level councils;

b) The ministerial-level council, the provincial-level council and the central-affiliated city (hereinafter referred to as the ministerial- and provincial-level Council);

c) State Council.

2. The council established by the decision of the head of the agency or unit has from 09 to 19 members.

3. The donation consideration council has the following tasks:

a) Organize the consideration and donation in accordance with the provisions of law;

b) Publish the selection results on the mass media to collect people's opinions;

c) Complete the application for consideration and submission to the competent Council;

d) Consider and settle petitions related to the awarding of the title "People's Doctor", "Merited Doctor".

4. The Council for consideration and awarding the title "People's Doctor", "Merited Doctor" on the following principles:

a) Democracy, publicity, transparency and compliance with the law on emulation and commendation;

b) Meetings of the Awarding Council shall be held when at least 75% of the Council's members are present in the establishment decision, in which there must be an authorized Chairman or Vice-Chairman of the Council. The Secretariat is responsible for collecting opinions of absent members of the Council by voting according to Forms No. 10 and No. 11 specified in the Appendix to this Decree;

c) The State Council only considers the dossiers submitted by the Ministerial and provincial Councils, the Ministerial and provincial Councils only consider the dossiers submitted by the grassroots level councils according to the provisions of this Decree; do not consider dossiers that do not comply with the provisions of the law on emulation and commendation;

d) The grassroots councils only submit to the ministerial and provincial councils, the ministerial and provincial councils only submit to the State councils, and the State councils only submit to the Prime Minister a list of individuals who achieve at least 90% of the votes of members agree or more out of the total number of council members;

dd) A member of the Awarding Council is not the subject of consideration for the title of "People's Doctor", "Merited Doctor".

5. The composition of the Council to consider and award the title of "People's Doctor", "Merited Doctor" includes the Chairman of the Council, Vice Chairman of the Council and Council members who are representatives of agencies and organizations. related and a number of "People's Doctor", "Merited Doctor".

6. The Council for consideration and donation at all levels uses the seal of the agency or unit with the Chairman of the Council being the leader of that agency or unit. The Provincial Donation Council may use the seal of the Department of Health when authorized by the Chairman of the Council.

7. The Secretariat shall be established by the Council's President to assist the Council in appraising the donation dossier and take responsibility before the Council for the validity of the dossier; summarizing the awarding results of the Council; complete the dossier as prescribed in this Decree.

8. The unit performing the functions and tasks of emulation and commendation of agencies and organizations is the standing committee of the Council for consideration and award of the title "People's Doctor", "Merited Doctor". For the State Council, the Ministry of Health is the permanent member of the Council.

With the above regulations, when you are considered for the title of People's Doctor, the Council for consideration and award of the title is established according to 3 levels including the grassroots level Council; Ministerial Council, Provincial Council, Central-affiliated City Council (hereinafter referred to as Ministerial and Provincial Council) and State Council.

What are criteria for awarding the title "People's Doctor" in Vietnam?

Pursuant to Article 9 of the Decree 41/2015/NĐ-CP stipulating criteria for awarding the title "People's Doctor" in Vietnam as follows:

The title "People's Doctor" is considered and awarded to doctors who have been conferred the title of "Merited Physician" by the State and meet the following criteria:

1. Be loyal to the Socialist Vietnamese Fatherland; well observe the guidelines and policies of the Party and the laws of the State, internal rules and regulations of agencies, units, organizations and localities.

2. Have good moral qualities, being devoted to the profession, wholeheartedly loving the patient, being trusted and respected by the people, patients and colleagues.

3. Have talent and many outstanding achievements in disease prevention, treatment, scientific and technical development in health, having many dedications to the cause of protecting and improving people's health, specifically as follows:

a) Be the head of at least 01 science and technology project, topic or project at ministerial, provincial or higher level which has been accepted for acceptance; or the leader of at least 01 applied initiative in the health sector, which has been granted the Certificate of Innovation by the Ministerial or Provincial Initiative Council; or be the author or co-author of at least 01 invention patent for medical application granted by the Intellectual Property Department of the Ministry of Science and Technology.

b) Have been awarded the Labor Order or the Order of Fatherland Defense or the Victory Medal of third class or higher or the title of National Emulation Fighter or the Prime Minister's Certificate of Merit and at least At least 02 times won the title of Emulation Fighter at ministerial and provincial level.

4. Have directly worked in professional and technical work in the industry for 20 years or more; for medical managers, they must have worked in the industry for 25 years or more, of which 15 years or more have been directly engaged in professional and technical work.

Thus, in order to be considered for the title of "People's Doctor", an individual must fully meet the above criteria.
