Bachelor of Laboratory Medicine: Eligibility to Apply for a Medical Practice Certificate in a Different Place of Practice?

Pursuant to the provisions of Article 18 of the Law on Medical Examination and Treatment 2009, in order to be granted a practicing certificate for medical examination and treatment, the applicant must meet the following conditions:

- Possess one of the following diplomas or certificates suitable for the form of medical examination and treatment practice:

+ A professional diploma related to healthcare issued or recognized in Vietnam;

+ Certificate of being a physician;

+ Certificate of having a traditional remedy or traditional treatment method.

- Have a document confirming the practical experience, except in the case of being a physician, having a traditional remedy, or traditional treatment method.

- Have a certificate of being in good health to practice medical examination and treatment.

- Not in the period of being prohibited from practicing, prohibited from doing work related to medical specialties, and pharmaceuticals according to the court's judgment or decision; not under criminal prosecution; not in the period of serving a criminal sentence, court’s criminal decision, or decision to apply administrative handling measures to be sent to educational institutions, medical treatment facilities; not in the period of being disciplined from the form of warning upwards related to the specialty of medical examination and treatment; not having lost or restricted civil act capacity.

According to this regulation combined with the provisions on the practice duration at Article 24 of the Law on Medical Examination and Treatment 2009, the practice location of the applicant for a medical examination and treatment practicing certificate is not required to be in the area where the applicant applies for the certificate.

Therefore, in your case as a laboratory technician, you only need to meet the above-mentioned conditions and have 09 months of practice at a medical examination and treatment facility. When practicing at Bac Ninh Provincial General Hospital, you are completely eligible to submit the application for a practicing certificate at the Hanoi Department of Health.
