Announcement of 01 new administrative procedure in the field of emulation and commendation under the management function of the Ministry of Health of Vietnam

On May 23, 2023, the Ministry of Health issued the Decision 2273/QD-BYT in 2023 on the announcement of administrative procedures in the field of emulation and commendation under the management function of the Ministry of Health in Decree No. Decree 41/2015/ND-CP dated May 5, 2015 of the Government providing for the consideration and award of the title of "People's Doctor" and "Excellent Doctor".

In Decision 2273/QD-BYT in 2023, 01 list of administrative procedures has been announced and 01 administrative procedure has been annulled as follows:

1. List of administrative procedures under the management function of the Ministry of Health

2. List of administrative procedures to be abolished within the scope of management functions of the Ministry of Health

Thus, from May 23, 2023, there is a new administrative procedure, which is to consider and award the title of "People's Doctor, Excellent Doctor" in the field of emulation and commendation within the scope of management functions. of the Ministry of Health.

At the same time, abolishing 01 administrative procedure, which is the request for consideration and award of the title of "People's Doctor, Excellent Doctor" in the Decision 4684/QĐ-BYT in 2015 of the Minister of Health.

Quantity and time to send the application for consideration for the title of People's Doctor, Excellent Doctor in Vietnam

Pursuant to Article 19 of Decree 41/2015/ND-CP stipulating quantity and time to send the application as follows:

Number and time of submission

1. Individuals requesting consideration for awarding a title shall submit 1 set of dossiers to the grassroots level council by July 1 of the year of consideration for donation.

2. The grassroots level councils shall submit 02 donation consideration dossiers to the ministerial and provincial councils no later than August 15 of the year of donation consideration.

3. The ministerial- and provincial-level councils shall submit 02 dossiers to the State-level councils by October 15 of the year of donation consideration.

4. Dossier of request for consideration and donation shall be submitted in person or by post at the Standing Council of the Council specified in Article 18 of this Decree.

5. Standing Councils at all levels receive and check dossiers. In case the dossier is not as prescribed in Article 18 of this Decree, within 10 working days, the Standing Council of the dossier-receiving council must notify the individual or the lower-level Council to supplement the dossier. After receiving the notice, within 10 working days, the individual or the lower council must complete the supplement of the dossier.

Thus, individuals requesting the award of the title of People's Doctor or Excellent Doctor will submit 01 set of documents to the grassroots council no later than July 1 of the year of consideration through the form of direct submission or by post at the Standing Committee of the Council.

What criteria must be met to be considered for the title of People's Doctor?

Pursuant to Article 9 of Decree 41/2015/ND-CP, an individual must be conferred the title of "Excellent Doctor" by the State in order to be considered for the title of "People's Doctor".

In addition, the following conditions must also be met:

- Loyalty to the Socialist Vietnamese Fatherland; well observe the guidelines and policies of the Party and the laws of the State, internal rules and regulations of agencies, units, organizations and localities.

- Having good moral qualities, being dedicated to the profession, wholeheartedly loving the patient, being trusted and respected by the people, patients and colleagues.

- Having talents and outstanding achievements in disease prevention and treatment, scientific and technical development in health, having many contributions to the cause of protecting and improving people's health, specifically as follows:

+ Head of at least 01 project, topic, science and technology project at ministerial, provincial or higher level which has been accepted for acceptance;

+ Or the leader of at least 01 application initiative in the health sector, which is granted the Certificate of Initiative by the Ministerial- or provincial-level Initiative Council; or be the author or co-author of at least 01 invention patent for medical application granted by the Intellectual Property Department of the Ministry of Science and Technology.

+ Having been awarded the Labor Medal or the Order of Fatherland Defense or the Victory Medal of the third class or higher or the title of National Emulation Fighter or the Certificate of Merit from the Prime Minister and at least 02 times won the title of Emulation Fighter at ministerial and provincial level.

- Having directly worked in professional and technical work in the industry for 20 years or more; for medical managers, they must have worked in the industry for 25 years or more, of which 15 years or more have been directly engaged in professional and technical work.

How many years must an individual be considered for the title of "Excellent Doctor"?

In Article 10 of Decree 41/2015/ND-CP, the criteria for considering and conferring the title of “Excellent Doctor” are as follows:

Criteria for awarding the title "Excellent Doctor"

The title "Excellent Doctor" is considered and awarded to physicians who meet the following criteria:

1. Loyalty to the Socialist Vietnamese Fatherland; well observe the guidelines and policies of the Party and the laws of the State, internal rules and regulations of agencies, units, organizations and localities.

2. Having good moral qualities, being dedicated to the profession, wholeheartedly loving the sick, being trusted by the people, patients and colleagues.

3. Having talent in disease prevention and treatment, medical science and technology development

a) Physicians other than those specified at Point b of this Clause must meet the following criteria: Head of at least 02 grassroots science and technology projects or projects or participate in 02 scientific projects, topics and projects. science and technology, environmental tasks at ministerial or provincial level or as secretary of 01 project, topic, science and technology project, environmental task at ministerial or provincial level or participating in 01 project, topic, national-level scientific and technological projects and tasks that have been pre-accepted;

b) Doctors working in mountainous, remote, border and island communes must meet the following criteria: Manager of 01 grassroots science and technology project or project manager or manager 02 grassroots technical improvement initiatives have been tested and accepted and applied effectively at the facility.

4. Having many outstanding achievements in disease prevention, treatment, and medical science and technology development, meeting the following criteria: Having been awarded at least 01 certificate of merit from the Prime Minister or received at least one award. At least 03 Certificates of Merit at the ministerial or provincial level or have been awarded the title of Emulation Fighter at the ministerial or provincial level 02 times and 01 Certificate of Merit at the ministerial or provincial level or have been awarded the title of Grassroots Emulation Fighter 06 times and at least At least 02 certificates of merit at ministerial or provincial level.

5. Having worked directly in professional and technical work in the industry for 15 years or more; For health managers, they must have worked in the industry for 20 years or more, of which 10 years or more have been directly engaged in professional and technical work.

Thus, an individual who is considered for the title of "Excellent Doctor" must have worked in the sector for 15 years or more;

For medical managers, they must have worked in the industry for 20 years or more, of which 10 years or more are directly involved in professional and technical work.
